Duties

Help

  • Plans, designs and executes FOIA activities for PSC, ASH, and the HHS Regional Offices. Formulates long- and short-range plans for development of a positive program of information supply.
  • Provides continuous direction and supervision of a professional and administrative staff in accomplishing the Division's goals and objectives. Ensures that priorities are set and assigned duties are carried out in an expeditious and efficient manner.
  • Conducts and/or attends meetings and discussions with representatives of the various components OS, PSC, ASH, PHS, OGC and the HHS Regional Offices, as it involves the specific responsibilities of each agency with respect to implementation of FOIA.
  • Researches and reviews all pertinent materials and case law; confers with Agency representatives and legal Counsel and make recommendations on final decisions to the Office of the Assistant Secretary for Public Affairs (ASPA). Prepares final decisions for the signature of the ASPA, Office of the Secretary.
  • Develops and administers a positive program for implementation of the FOIA and the Department's implementing public information regulations within PSC, ASH, and PHS-wide.

Qualifications

Minimum Qualifications Requirement:
Have at least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service that includes performing the following: Processing complex Freedom of Information and Privacy Act (FOIA/PA) requests; assisting in defending FOIA/PA litigation; and conducting training and providing FOIA/PA program guidance and leadership.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
