WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO?As a Management and Program Analyst you will serve as a staff analyst, evaluator, and advisor to management. In this position, you will responsible for planning, analyzing, evaluating, and/or improving the effectiveness of administrative operations and/or operating programs.

As a Management and Program Analyst you will:

  • Develop and interpret guidance on program planning, execution, and evaluation.
  • Prepare directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines to introduce new initiatives.
  • Recommend effective operations consistent with policies and objectives
  • Develop long-range program plans, goals, objectives, and milestones.
  • Identify ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives.
  • Research new or improved business and management practices for application to operating and administrative programs.

You must meet the following requirements by the closing date of this announcement.


GS-13 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: demonstrating extensive knowledge of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative and management and organizational techniques, systems, and procedures to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them; Experience includes project management techniques  to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include knowledge of budgeting methods and techniques to prepare analyses and estimates; and knowledge and skill in oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations as well as, written communication techniques to prepare project papers, reports, manuals, and directives.
 

-The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

CONDITIONS OF EMPLOYMENT:

      • Tour of Duty: Monday - Friday 8:00 a.m. - 4:30 p.m.
      • The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.
      • Applicants should currently be a Revenue Agent and have at least 1 year specialized experience with RGS and CEAS including troubleshooting issues in those systems and RGS system testing and/or CEAS validation. This opportunity is for testing the RGS releases on the EAST Team and therefore the applicant should be able to identify and resolve RGS and CEAS issues and be knowledgeable in examination processes and procedures. Applicant should be proficient in Microsoft Word, Access, and Excel and be able to work with compressed time frames and fixed deadlines.
