IRS Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Selected applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. In addition, the IRS implemented the new IRS Forward Recent Graduate Program that includes an additional year of formal development, training, networking, project teams, and may include rotational assignments.

Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career/career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:

  • Successful completion of at least 1 to 2 years of continuous service depending on the position;
  • Completion of at least 40 hours of interactive training;
  • Mentorship;
  • Demonstration of successful job performance; and
  • Meet the qualification position standards.
Conversion to the competitive service is not implied or guaranteed.

If selected, you will be placed in a developmental position as an Investigative Analyst with promotion potential to GS-11 in the division listed below:

Criminal Investigation

The following are the duties of this position at the full working level. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

-Obtains information from various law enforcement, financial, and tax data bases and compiles that data
into written reports that assess case potential or corroborates allegations of possible criminal activity.

-Correlates collected information by manipulating and evaluating available data so as to identify all
possible sources of information that will substantiate or refute information presently on hand. Sources of
information include complex investigative reports, information available from or promulgated by other
federal and local law enforcement and regulatory agencies, intelligence available from or produced by
such organizations as the National Crime Information Center, and the El Paso Intelligence Center, the
International Police, and various financial data bases.

-Collects, develops and disseminates information related to violations of tax, currency, and other laws and
regulations enforced by the IRS. Participates in the preparation of strategic enforcement trend analyses
and forecasts needed by management for policy planning and resource allocation. Develops long-range
estimates and evaluations of the growth or suppression of tax-related criminal activities.

-Develops and appraises the impact and possible consequences of domestic tax-related criminal and
financial activities on CI's operations.

-Reviews data from domestic/international information sources and prepares reports that assess the impact
of events upon specific aspects of tax administration. Prepares statistical and narrative reports for staff
and assembles strategic and tactical reports concerning money laundering, tax shelters/havens, etc.

-Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
-If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
-Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
-Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
-Tour of Duty: Monday-Friday, 8AM to 4:30PM
- Selected applicants who occupy positions in the Competitive Service must acknowledge the outcome of voluntarily leaving the Competitive Service prior to accepting an Excepted Service Appointment in the Pathways Program. See 5 CFR 302.102(b)(2).
-The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.
-Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
-Obtain and use a Government-issued charge card for business-related travel.
-File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

Qualifications

In order to qualify, you must first meet Pathways Recent Graduate Program eligibility:

You must have, within the previous 2 years, completed all educational requirements for a qualifying associate, bachelor, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application;
-OR-
Veterans (as defined in 5 U.S.C. 2108) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2-year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

Secondly, you must meet any basic requirements of the position and the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions.

In the Recent Graduates Program you may qualify based solely on education, experience or a combination of both. You must meet the following requirements by the closing date of this announcement:

GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: a working knowledge and experience with sources and types of informational databases available to the law enforcement community; experience using fundamental analytical and research techniques sufficient to collect and evaluate relevant data and perform computations and analyses; experience using written communication techniques sufficient to clearly and concisely summarize data from various sources; and experience using graphs, charts, spreadsheets, and computer print outs to interpret data. OR
You may substitute education for specialized experience as follows: 1 full academic year of graduate education in a related field of study. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: experience researching various informational databases to collect relevant data and other facts; experience investigating criminal violations and relevant legal and policy constraints; experience following disclosure requirements to ensure proper use of confidential information; experience using analytical and research techniques to identify and evaluate large amounts of data obtained from various sources and in preparing segments of reports; utilizing oral and written communication techniques to clearly and effectively communicate with individuals of all levels; experience in using graphs, charts, spreadsheets, and computer print outs to interpret data; and providing significant research, data, analysis and/or report(s) that caused an initiation of a criminal investigation case(s) and/or contributed to the development/completion of a criminal investigation case(s). OR
You may substitute education for specialized experience as follows: Master's or equivalent degree or 2 full academic years of progressively higher level graduate education leading to a degree in a related field of study from an accredited college or university. OR LL.B or J.D., if related.

Education

This position has an education requirement. You MUST submit dated documentation showing completion or intended completion (if graduation is no more than 9 months from the date of application) of all educational requirements (e.g. letter from the registrar, unofficial transcripts). An official transcript will be required if you are selected. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
