    Summary

    The incumbent serves as Business Project Manager in the Aviation Data Systems Branch for the Flight Standards Automation System, Enhanced Flight Standards Automation System, Program Tracking and Reporting Subsystem, Vital Information Subsystem; and as the liaison between Flight Standards Service and other Aviation Safety (AVS) or FAA offices regarding these and other national systems.

    Responsibilities

    As a qualified aviation safety inspector, applies expert technical knowledge of Airworthiness programs to ensure that automated systems effectively facilitate the successful accomplishment of certification, surveillance, inspection, and/or enforcement work functions as applied to system safety under a broad range of aviation organizations nationwide. Projects influence the effectiveness of the total inspector workforce nationwide and the resulting databases are used for top-level management decision-making and congressional information.

    Develops new and innovative approaches, methodologies, and techniques and acts as a team leader to define and direct challenging projects, programs or activities. This includes Flight Standards Information Technology Agility which is a holistic system for how Flight Standards (FS) addresses its on-going operation and maintenance needs and governance for those automation applications managed by the division. These Information Technology (IT) and automation programs are intended to increase the ability of the Service's workforce to effectively and efficiently accomplish its daily work activities.

    Applies experience and knowledge of business and data governance needs using advanced techniques in application portfolio management. Leads the business process side of complex IT systems integrations that involve large segments of FS's technical workforce. The incumbent works collaboratively with project sponsors and managers to define, validate, document, prioritize and communicate the requirements for business and data governance of IT systems and automation tools. The incumbent works in partnership with the Service's IT business liaisons to ensure activities are well-coordinated across multiple complex systems and ensures changes to the systems are properly prioritized with the IT business program managers and IT program managers. The incumbent develops, communicates, and oversees implementation of the AFS-600 IT programs and information management program and ensures that the division’s IT strategy is aligned with the Service's and Agency’s business goals.

    Responsible for the review, monitoring and oversight of policies and procedures pertaining to established, and proposed aviation safety programs and identifies the collateral risks that may be managed by existing risk management programs or changes to existing programs, strategies, or systems and preparation of appropriates action plans.

    Provides briefings and reports to supervisor and senior management officials concerning program/project requirements and status. Oversees work groups and expert panel teams in the investigation and analysis of various complex analytical projects associated with their program management.

    Knowledgeable of and applies ISO knowledge to all assigned programs and applications ensuring they meet ISO process and metric criteria. Ensures metrics are submitted monthly and monitored continuously.
