Duties

Help

Applies experience and comprehensive knowledge applicable to plan and conduct functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Facilitates performance monitoring by collecting, analyzing and reporting organizational data to support informed decision-making by leaders in the Aircraft Certification Service. Uses knowledge of data science, data management, and data analytics principles and tools to apply to the work of the Aircraft Certification Service Business Intelligence Team. Utilizes information retrieval and extraction techniques to increase the utility of unstructured and semi-structured data. Joins datasets through the identification of common data elements and validation of consistent formatting using computer programming languages (e.g., SQL, Python). Presents analytical results via Tableau data visualizations to technical and non-technical audiences, including Aircraft Certification Service leadership, to provide insights for decision-making and/or opportunities for process improvement. Support the Aircraft Certification Service joint information management team in building the foundation of scientific and technical capabilities within the Service to support ongoing and future data analytics projects. Contacts are internal/external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Develops and recommends approaches to address current and anticipated problems and issues.

In addition to the above responsibilities, incumbent performing at the J band level provides guidance as a recognized expert. Prepares, reviews, and recommends approvals of major reports on projects, programs and work activities for internal and external distribution. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. May create new solutions and policy interpretations as situations require. Develops and recommends approaches to address current and anticipated problems and issues. Applies FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to he next lower grade level (FV-H, FG/GS-12 or FV-I, FG/GS-13) experience. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is described as:

  • Experience creating and managing in a SQL environment and documenting data structure and architecture.
  • Experience creating and using advanced machine learning algorithms and statistics (e.g. regression, simulation, scenario analysis, modeling, clustering, decision trees, neural networks, etc.)
  • Experience working with and creating data architectures, including solving data problems with an emphasis on product development.
  • Experience writing code in a statistical or computer programming language such as SQL, SAS, R or Python to aid in analysis.
  • Experience building an ETL pipeline with stream processing and managing data within Microsoft SSMS.
