This position is an Information Technology Project Manager located in the Infrastructure Services Branch (ISB), Division of Information Systems (DIS), Office of Information and Resource Management (OIRM).
Duties include, but are not limited to the following:
The incumbent serves as a member of a team responsible for evaluating and making recommendations for adoption of cloud computing platforms, products, and services; designing and deploying enterprise-wide, scalable operations on cloud platforms; managing the migration of complex, multi-tier applications on cloud platforms; and developing methods and approaches to manage and contain cloud computing costs.
Performs as Project Manager and Subject Matter Expert on a variety of IT projects and studies, coordinate the efforts of the project teams, and serve as a primary authoritative source of state-of-the-art information in cloud computing platforms, products, and services.
Monitors project activities for achieving agreed-upon milestones, verifying and validating cost projections, meeting user requirements, and delivering projected benefits.
Ensures IT projects are integrated within the overall organizational IT requirements, schedule, budget, and reporting mechanisms; and meet high IT quality standards in terms of both development and non-development portions of projects.
Leads and/or monitors the conduct of broad analytical and evaluation studies, reviews, and analysis of policies, performance, and trends.
Must pass a pre-employment security investigation and drug screening.
A one year trial/probationary period may be required.

Qualifications
You qualify for the GS-14 grade level if you possess information technology related experience demonstrating each of the four required competencies:
Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the competencies, applicants must have at least one year of specialized experience equivalent to the GS-13 level in Federal service. This experience must include performing the following duties: 1) Developing project plans and schedules, setting priorities, monitoring and assessing performance and results, and directing task progress; 2) Developing statements of work and similar project specifications for new tasks, ensuring that task orders are consistent with policies, and plans; and 3) Serving on evaluation panels for contractor proposals.
Selective Placement Factor: Within an organization (agency, company, non-profit), applicants must possess experience leading cloud based infrastructure initiatives that involve developing requirements; identifying and recommending cloud computing platforms, products and services; scheduling and coordinating the migration of systems, applications and services to cloud infrastructure; and monitoring and controlling cloud usage and costs.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authorities. Applicants requesting consideration under the Competitive Merit Promotion, Non-Competitive, and Special Hiring Authorities must meet the requirements for one of the following categories to be eligible.
