Summary

This position is in the Office of Planning, Analysis and Risk Management (OPARM). OPARM oversees FSIS strategic planning, evaluations, surveys, enterprise risk management, internal controls, data collection and visualization, reporting, integration, and analysis.

The incumbent will perform a full range of duties relative to developing, maintaining, and coordinating effective activity and administrative tracking systems, such as property management and checklists (processes, outcomes, and tools)

Duties

Help
  • Major support services the incumbent provides are human resources/human capital, budget planning and execution, procurement, Contracting Officer?s Representative (COR) support, space management, office resource management, etc.
  • Serves as liaison and advisor on administrative functions and policies to advise OPARM management, employees, and contractors regarding resolution of problems and issues.
  • Represents OPARM in administrative activities on FSIS governance boards, working groups, committees, etc.
  • Develops lessons learned, updates office standard operating procedures (SOPs), policies, and strategies, and provides briefings and reports to OPARM leadership.
  • Advises OPARM leadership of program deficiencies to improve program functions and maintain compliance with Federal, USDA, and FSIS requirements.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience, and/or education, as defined below.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.)

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

GS-11
Specialized Experience: You must have at least one year of specialized work experience equivalent to the GS-09 grade level in the Federal service performing duties which included:

  • Adapting and/or interpreting administrative policies and management and organizational manuals to apply to issues and study problems;
  • Analyzing guidelines, and recommending changes to current processes, methods, and guides;
  • Applying qualitative and quantitative analytical techniques to develop recommendations to improve effectiveness and efficiency; and
  • Providing support services, and processing information to measure program effectiveness and efficiency.

OR
Education: You must possess a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. (You must submit a copy of your transcripts for verification.)
OR
Combination: You must have an appropriate combination of successfully completed graduate level education and experience. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess two full years (36 hours) may be used to qualify. (You must submit a copy of your transcripts for verification.)

GS-12
Specialized Experience: You must have at least one year of specialized work experience equivalent to the GS-11 grade level in the Federal service performing duties which included:
  • Developing, maintaining, and coordinating activity and administrative tracking systems, such as property management and checklists (e.g., processes, outcomes, and tools), using best practices;
  • Proposing process improvements;
  • Using analytical methods such as statistics, machine learning, qualitative research, program evaluation, risk assessment, or policy analysis, which may require the use of analytic software or scripting languages, such as R or Python; and
  • Researching information to understand policy, guidance, documents, processes, and issuances.
Education cannot be combined with experience to qualify for the GS-12 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
