Help

Position may be filled at the GS-11 or GS-12 level. At the GS-11 level, the duties of this position are developmental in nature, leading to the full performance level of GS-12. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: promotion is not automatic. At the full performance GS-12 level, the incumbent serves as a senior technical specialist responsible for the development, analysis, use and evaluation of management plans, relational databases, and computer modeling for the Klamath Project (Project).

-Uses advanced scientific and professional knowledge and experience to organize, compile, evaluate, and analyze a complex body of scientific information on problems associated with providing Federal water service to agricultural, municipal and industrial, or other users.
-Researches studies on broad, complex subject areas related to Reclamation's water service program and synthesizes data to correlate relationships to specialized fields, such as hydrology, biology, soil science, geography, and engineering.
-Serves as project manager for data collection for the Project. Works directly with other offices and agencies to ensure data is accurate and collected in an up-to-date manner.
-Analyzes data on water supplies, demands, reservoir operations and management, and for other studies and programs of the Area Office.
-Develops budget and workforce projections for assigned programs. Acts as contracts manager for work contracted out to other offices, government agencies, and the public.

This is an interdisciplinary position and may be filled in any of the following series GS-0401, GS-0810, or GS-1301 depending on the qualifications of the selected candidate.
Civil Engineer (0810) salary range
GS-11: $86,484 - $103,044
GS-12: $90,433 - $110,287

Natural Resources (0401) and Physical Scientist (1301) salary range
GS-11: $64,009 - $83,210
GS-12: $76,721 - $99,741

In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:

GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service OR three years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D.

GS-12: One year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service.

Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:

GS-11: Experience in the use of computer simulation models to monitor or forecast water and environmental conditions (e.g., hydrology, water temperature, water quality, ground water, watershed conditions, meteorology, sediment transport, geomorphic baseline monitoring, fish or wildlife populations or habitats); experience using relational data bases for water operations; experience analyzing a wide array of water and environmental data and evaluate existing conditions and recommend improvements to operational plans (e.g.,for a watershed or river-basin).

GS-12: Experience in the use of computer simulation models to monitor or forecast water and environmental conditions (e.g., hydrology, water temperature, water quality, ground water, watershed conditions, meteorology, sediment transport, geomorphic baseline monitoring, fish or wildlife populations or habitats); experience using relational data bases for water operations; experience analyzing a wide array of water and environmental data to evaluate existing conditions and recommend improvements to operational plans (e.g.,for a watershed or river-basin) for complex conditions with limited or conflicting data; experience developing applications for specific or unusual conditions; analyzing and recommending solutions to complicated problems associated with water management, watershed restoration, fish and wildlife enhancement, or ecological improvements. These examples are not all inclusive.
