Summary

Due to the Pandemic, and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The Office of Aerospace Medicine (AAM) develops and manages medical programs in support of Aviation Safety.

Duties

Help

Incumbent serves as a Business Systems Analyst in the Systems Management Branch ( AAM-110). The position is the AVS Business Liaison for Information Technology – Business Analysis (BLIT-BA) taking on the BLIT activities and business system oversight, while serving as a back up to the BLIT for Business Intelligence (BI).

Communicates AAM’s business needs to IT providers, including issues, needs, priorities, and future service needs. Identifies, analyzes, assesses, and recommends mitigations for areas of business system IT risk management.

Makes recommendations on the AAM software and hardware portfolio. Works with the ATO PMO to identify requirements and obtain Facilities and Equipment funding in support of AAM business system development and improvements. Fosters and implements improved business practices by supporting continuous improvement.

Defines functional requirements and analyzes existing computer systems to assess their ability to meet AAM business needs. Analyzes, plans, and facilitates communications of requirements to IT providers.

Prepares and updates the AAM business requirements prioritization process.

Supports AAM initiatives necessary to migrate from paper to electronic formats.

Applies latest office automation and information management technology to AAM’s business goals and initiatives and utilizes briefings, meetings, reports, presentations, and training sessions to communicate AAM Management requirements and initiatives.

Forms and maintains collaborative relationships within AAM and across the Business Partnership Services and IT.

Oversees all AAM stakeholder requests through entire work initiation and fulfillment process. Addresses and resolves stakeholder concerns, issues, and inquiries before they become critical.

Performs audits, evaluations, and analysis on various products and services, provides assessments, makes recommendations, and identifies risks and opportunities. Provides a back up to the BLIT-BI as needed.

Performs miscellaneous duties as assigned.

I Band:

Performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experience professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities.

Serves as a liaison to AAM Managers and leaders in managing information technology (IT) that support office programs.

Resolves most problems and work issues without the assistance of a manager or more experienced professional.

J Band:

The BLIT-BA is a recognized as a subject matter expert and provides leadership for highly complex and challenging activities under the minimal direction of a manager. Act as a principal specialist/contributor to develop new and innovative approaches, methodologies, and/or techniques to define and direct challenging projects/programs or other work activities.

Serves as an advisor to AAM managers and leaders in managing the information technology supporting the Office’s programs.

Identifies and resolves challenging problems or issues that often cross-organizational boundaries and impact on the accomplishment of strategic objectives without the assistance of a manager or more experienced professional.

Contacts are internal and external. Often represents AAM as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches.

Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. Develops and recommends approaches to address current and anticipated problems and issues.

TO QUALIFY AT THE FV-I (GS/FG 13) level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H (GS/FG 12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE may include but is not limited to: experience with development/carrying out business processes, policies, or regulations; ability to identify risks and provide recommendations; apply knowledge and experience working with information technology (IT) systems and life cycles.

TO QUALIFY AT THE FV-J (GS/FG 14/15) level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I (GS/FG 13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE may include but is not limited to: experience with development/carrying out business processes, policies, or regulations; ability to identify risks and provide recommendations; apply knowledge and experience working with information technology (IT) systems and life cycles.
