Duties

Help
  • Organize the assignments of informal contacts for specialists functioning as counselors, mediators and monitors of complaints to final resolution or final judgments.
  • Supervise and evaluate the work of subordinate staff.
  • Develop, implement, and operate the Census Bureau’s Diversity and Inclusion Program in accordance with Office of Personnel Management (OPM), federal and department regulations, policies, and procedures.
  • Advise employees and applicants on procedures for filing discrimination complaints; review the counselor’s report and intake packages for submission to Department of Commerce (DOC), Office of Civil Rights (OCR) Program Office.
  • Collaborate with Special Emphasis Programs, Affinity Groups, and a variety of stakeholders including senior leadership and Human Resources to ensure diversity and inclusion initiatives are integrated into human capital practices.
  • Participate in the development and installation of a reporting system to measure achievements and deficiencies in all programs; and
  • Review proposed regulations, policy statements, and directives to assure consistency with Census Bureau operations and policies.

Qualifications

Specialized Experience:

For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes knowledge of Equal Employment Opportunity (EEO) concepts, principles, practices and operational functions; experience developing and establishing organization-wide policies; evaluating a variety of program activities; ensuring proper processing and resolution of informal EEO complaints, analyzing and evaluating employment policies, providing recommendations to solve difficult discrimination problems; collaborating with Special Emphasis Programs, Affinity Groups, and leadership to communicate equal employment and diversity and inclusion initiatives; and providing supervisory and/or managerial oversight for the personnel management of EEO staff.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Ability to manage a comprehensive program, develop an affirmative action plan, and ensure the proper processing and resolution of complaints.
  • Ability to communicate and develop relationships with key program officials and stakeholders both internally and externally to ensure diversity and inclusion initiatives are integrated into human capital practices.
  • Knowledge of federal employment laws and regulations to assure consistency with program operations and policies.
  • Ability to interpret guidelines for developing a reporting system to evaluate and measure achievements and improve deficiencies.
