This position is located with the Bureau of Indian Affairs, Navajo Regional Office, Branch of Budget in Gallup, New Mexico.

Duties

Help
  • Responsible for the overall planning, organization, and carrying out of annual, multiyear and no-year budget funding in support of the Regional Office programs and their subordinate Agencies.
  • Reviewing budget estimates for compliance with policy, rules, regulations, and procedures; establishing controls and monitoring the use and rate of commitments and obligations of funds.
  • Provides input on the impact of budget changes to ensure all spending proposals meet budget constraints and policy requirements.
  • Responsible for the accuracy of reports generated and develops reports to meet program needs and ensures timely availability of reports and data.
  • Responsible for the supervision and duties involving budget formulation and execution and financial management.
  • Participates with management officials in the formulation, implementation and evaluation of policies, procedures and programs in the financial management process.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0560)

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.

GS-13: 1 year specialized experience equivalent to at least the GS-12 grade level in the federal service performing budget administration duties requiring complex review and analysis; reviewing submitted budgets for adherence to required formats, policy and instructions; collecting, coordinating, analyzing, and disseminating budgetary, statistic, logistical and demographic data; analyzing policies, assessing related performance budget metrics; participating and carrying out annual review of a multi-year budget.

The full performance level of this position is GS-13

This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.

TELEWORK: Indian Affairs has determined that the duties of the position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
