Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Office of Finance, National Finance Center located in Indianapolis, IN.

Joining the Customs and Border Protection Office of Finance will allow you to use your expertise in accounting to provide advisory and technical services to management. This position starts at a salary of $91,994.00 (GS-13, Step 1) to $119,595.00 (GS-13, Step 10) with promotion potential to $119,595.00 (GS-13 Step 10).

In this position, you will become a key member of the Office of Finance team. Typical work assignments will include:

  • Serving as a Lead Staff Accountant assisting the organizational supervisor with general management and administrative coordination and control of Branch or Section activities;
  • Interpreting and applying laws, regulations, Generally Accepted Accounting Principles, decisions and rulings to accounting systems and procedures to ensure conformity and proper application;
  • Communicating effectively, both orally and in writing, to present information and resulting analysis to various levels of management, operating staff, and external stakeholders;
  • Providing advice and recommendations on matters affecting accounting and financial systems; and
  • Coordinating complex accounting and financial-related issues.

Qualifications

Basic Requirements

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

You qualify for this position if you meet the basic requirement listed above and have directly related education and/or specialized experience as listed below.


Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Working with accountants in the selection of proper accounts for recording the various kinds of transactions insuring the proper documentation of all transactions and the proper entry of each type of transaction in the accounts.
  • Preparing assigned portions of statements and reports containing timely, accurate and essential financial information for management purposes.
  • Explaining established accounting data and/or requirements.
  • Translating financial management principles and practices to user or functional system requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/07/2020.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
