Summary

This position is recognized as a subject matter expert responsible for planning, organizing, and controlling highly complex and challenging activities necessary to meet the outcomes and mission of the AVS Organization Designation Authorization (ODA) Office, AIR-820. Special projects and teams are established in the ODA Office to focus on overseeing the ODA Program across AVS and operationalizing of the ODA Office.

Duties

Help

The Program Specialist provides leadership for complex and challenging work activities for the ODA program under the minimal direction of a manager or executive. The work involves interaction with FAA employees and requires interaction with multiple stakeholders internally across AVS as well as externally with industry. The incumbent works in a team environment and must effectively collaborate, cooperate, and coordinate to meet program and project goals. Ensures open and effective communication, cooperation, and coordination with internal and external stakeholders.

Identifies and resolves challenging problems or issues that often cross-organizational boundaries and impact accomplishment of strategic objectives at the AVS level. The incumbent applies systems thinking to the below responsibilities as well as a broad level of experience and expert knowledge to identify, interpret, and apply guidance, policy, and regulations to assigned work or projects.

Typical assignments include: Providing guidance to less experienced employees; Leading large project teams, meetings and periodic reviews, involving a wide variety of stakeholders and prepares accurate and timely status reports; Defining and developing internal AVS ODA Office policies, governance and procedures; collaborating with AVS policy offices and other stakeholders to develop recommendations for new policies, procedures, and approaches that take into consideration FAA policies, government-wide rules, regulations and external concerns.

Collaborating directly with internal and external stakeholders to promote continuous improvement and effective utilization of the AVS ODA Program through recommendations that affect policy, training, communication, data management, system oversight performance management, and safety.

Promoting consistency of FAA audit functions across AVS under the ODA Program through evaluation of ODA holder oversight data and risk based decision making, development of performance measures and analyzing of data to evaluate the effectiveness of the ODA Office and the ODA Program as it relates to safety. Predicting potential issues and proposing preventive actions often requiring the development of new approaches. Identifies and informs management of problems that require their attention.

Defines deliverables, resolves complex problems and issues, and establishes realistic schedules and milestones. Formulates, defends, and executes project budgets and schedules. Assists the manager in completing daily duties and responsibilities associated with supporting the operation of the office. Works independently and exercises sound judgment when making decisions affecting the office. In the absence of the manager. May serve as acting manager for assigned office as well as other offices when needed or requested.

Serving as a Program Specialist in the AVS ODA office, incumbent plays a key role in evaluating overall ODA program performance (ODA holder and FAA oversight organization) and in the resolution of disputes that could be wide ranging in nature. Includes the development of recommendations on programs or issues based on examination of situations or issues while considering prospective of all stakeholders. These situations would likely involve senior and or executive meeting support or participation.

Works with the AVS ODA Office Manager and/or management team members across AVS in the development, implementation, and administration of policies, systems, and key management tools needed to manage and control the ODA Program at the national level.

Work is typically reviewed at completion to assess success in achieving planned results. Incumbent has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes but not limited to: experience as it relates to the Organization Designation Authorization (ODA) Program; experience ensuring proper application and implementation of ODA program requirements; experience monitoring and/or evaluating ODA holders for compliance with regulations and standards; and experience working with internal/external ODA Program stakeholders to identify recommended solutions and/or actions to resolve issues.
