Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Acts as the focal point for the control of all funds (federal and cooperative) allocated to the NWRC program.
  • Establishes, processes, monitors, and accurately records transactions status for multiple types of agreements in unique and complex situations.
  • Compiles and prepares the annual operating, work, and financial plans for the NWRC program.
  • Calculates the cost of labor, transportation, equipment, etc., and determines program support costs for special projects and cooperative service agreements.
  • Oversees funds-management appropriated and cooperative funds fiscal years which may not coincide.
  • Responsible for reviewing, reporting, monitoring and following-up on activities to ensure completion of financial commitments as identified in agreements.
  • Frequently analyzes and reconciles ACMS transactions and runs various, non-routine reports.
  • Well versed in a variety of personnel issues due to the program?s dependency on cooperative funding and the fluctuation of personnel is creates.
  • Interprets all agreement regulations and reviews for compliance with APHIS and state policy regarding use of standard language, WS templates, etc.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.


FOR THE GS-9 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-7 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Understands federal regulations applied to the appropriation and budgetary process
  • Experience working with the APHIS Cost Management System (ACMS) or a similar ledger system to manage financial data.
  • Experience assisting in the development of specialized reporting instruments to be used by supervisors to track budgets
  • Experience initiating and managing various types of agreements (i.e. cooperative, reimbursable, and interagency)
OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a field such as Finance, Business Management, or Accounting.

Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-9 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
