Help

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As Director for the Division of Healthy Start and Perinatal Services, you will exercise full authority in planning, managing, and directing the national programs for which DHSPS is responsible.

Specifically, you will:

  • Direct an interdisciplinary group of health professionals and technical specialists who have expertise in such areas as medicine, nursing, public health, and social work.
  • Review, analyze, and develop program plans, legislative proposals relating to women's, infant, and perinatal health.
  • Serve as the central point of accountability for grant programs relating to all Division responsibilities.
  • Develop guidance, policies and procedures that will facilitate effective program development and implementation of women's infant, and perinatal health programs.
  • Collaborate with other Bureau Quality Improvement initiatives to develop metrics, strategies, and monitoring tools to facilitate achievement of intended strategic program outcomes.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

  1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  3. Knowledge of a specialized public health program.
  4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In order to qualify for this GS-15 position,your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: providing leadership in planning, directing, coordinating, monitoring and evaluating programs that focus on women's and perinatal-related health programs and initiatives; serving as the central point of accountability for grant programs relating to public health program responsibilities; and, working with a range of national, state, and local advocacy and professional groups to develop strategies that address public health programs issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

  • HEALTHY START AND PERINATAL HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of Healthy Start and perinatal-related program services and organizations as well as the policies that impact health programs and reimbursement of health services.
  • GRANTS MANAGEMENT AND ADMINISTRATION - Acquires and applies critical financial concepts and practices, based upon a thorough understanding of the Federal Government, to administer grants and cooperative agreements in accordance with organizational needs and deadlines.
