Summary

The Nurse, GS-0610-07, position is a trainee position which will provide one year of supervised practice in public health nursing. The Nurse (Community Health), GS-0610-09, position assists with the provision of a comprehensive public health nursing program. This position reports to the Supervisory Community Health Nurse of the Clinton Service Unit.

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Upon tentative selection, selectee will be requested to complete, sign, and submit the Addendum to OF-306, Child Care & Indian Child Care Worker Position form. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

A valid driver's license is required to operate a government vehicle.

Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. You will receive instructions on how to obtain and submit fingerprints and background investigation documentation. After you begin your employment, your continued employment is contingent upon the outcome of a complete background investigation as determined by the sensitivity level of your position. The investigation must find that you are suitable for Federal employment in your position. If you are found not suitable, you will be terminated after you begin work. If you make a false statement in any part of your application, you may not be hired; you may be fired after you begin work; or subject to possible criminal charges. You may be subject to a credit check as a part of the background investigation process.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

BASIC REQUIREMENT(S):

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

AND

License: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they most possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States (Applicants must list their license number on their resume, along with the expiration date, OR submit a copy of their Nursing license that includes the expiration date. Acceptable verification of licensure includes a print out from a State Board of Nursing website [or other applicable license verification website that reflects your licensure status].).

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:

Your resume must demonstrate the education and/or work experience listed below for the specific grade level(s) you are applying to. Your work experience must be equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the type of work and/or tasks as stated for the grade level(s) you are applying to:

GS-7: Possess a bachelor's degree in Nursing AND have eligibility under the Superior Academic Achievement (S.A.A.) provision. For information on S.A.A. go to: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-policies/#url=General-Policies.

OR Posses a bachelor's degree in Nursing AND at least one (1) full year of professional nursing experience (equivalent to the GS-5 grade level). Examples of experience include: Utilize the nursing process in order to assess, plan, implement and evaluate health needs in providing nursing care to individuals, families and groups including interventions designed to prevent complications and minimize disabilities. Teach and supervise patients and families in techniques of positive health measures.

OR Possess a diploma or associate degree in professional nursing AND two (2) full years of professional nursing experience. Examples of experience include: Utilize the nursing process in order to assess, plan, implement and evaluate health needs in providing nursing care to individuals, families and groups including interventions designed to prevent complications and minimize disabilities. Teach and supervise patients and families in techniques of positive health measures.

OR Completion of one (1) full year of graduate education in a professional nursing educational program.

GS-9: Posses a master's degree in professional nursing;

OR One (1) full year of professional nursing experience (equivalent to the GS-7 grade level or above) AND possess a diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program. Examples of experience include: Deliver health and nursing care to individuals, families, groups, schools and communities using initiative and judgment in covering a range of nursing services through counseling, teaching and follow-up within established plans, policies and objectives of the agency; and evaluate the effectiveness of the public health nursing program to appraise the quality of nursing services delivered which impacts the health of individuals, families and communities.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position is covered by a Bargaining Unit.
