Help

  • Responsible for the development, administration, evaluation, documentation, and coordination of all quality improvement/performance improvement activities for the facility(s).
  • Design and implement a collaboratively planned, systematic, organization-wide approach to designing, measuring, assessing and improving organizational performance.
  • Facilitates Intra- and inter-disciplinary approach to QAPI requirements and team-based improvements.
  • Ensure data extraction, compilation and organization, and interpretation to determine data trend and patterns to make improvements and work process corrections; and close gaps in organizational performance.
  • Monitor the clinic programs to identify, analyze and control risk. These programs include but are not limited to: Webcident (incident reporting system), generic screening, hazard surveillance, safety management, product liability, formal and informal staff education.
  • Responsible to ensure the QAPI and Risk Management Programs are aligned and other standing committees in terms of coordination, sharing of appropriate information, reporting, and the use of team-approach to address and resolve problems

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Upon tentative selection, selectee will be requested to complete, sign, and submit the Addendum to OF-306, Child Care & Indian Child Care Worker Position form. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

BASIC REQUIREMENTS

Education
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Degree from Foreign Nursing School
Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.

Licensure
For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Experience
The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.

Basic Requirements for the GS-11 (or equivalent) Grade Level
In addition to the above requirements, applicants must meet one of the following requirements:
Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program.

Basic Requirements for the GS-12 (or equivalent) Grade Level
In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level.

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

Examples of specialized experience at the GS-11 Level
Maintain quality management (QM) program is to assure systematic, coordinated and ongoing processes are in place to improve organizational performance. Advises the executive committee regarding QM processes relative to patient care outcomes, patient safety, risk management, and compliance.

Examples of specialized experience at the GS-12 Level
Maintain standards of Patient Care. Provides consultation and guidance to health care teams on policies and procedures related to performance improvement. Collaborates with Management, Medical and Administrative staff, and Supervisors to initiate corrective actions. Evaluates collected data and identifies trends, work and provides suggestions to improve performance.

Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position is covered by a Bargaining Unit.
