Duties

Help

Acts independently and applies in-flight technical expertise to evaluate technical managerial implications of policy changes, new technology, operational program, methodologies, and other significant issues under consideration. Ensures flight control procedures are standardized to the maximum extent possible to assure accuracy and consistency of data related to the execution of operational control functions.

Authorizes and redirects flight control resources to meet Flight Program Operations priorities as well as maintains knowledge of the location of FAA aircraft at all times during a mission. Oversees and monitors all flights in progress. Ensures information is relayed to crewmembers regarding situations that arise, which may impact the accomplishment of the mission. Oversees the coordination of mission changes, priorities, and deviations necessary to ensure the most efficient use of resources while maintaining safety.

Provides quality control and ensures that crewmembers continuously meet the qualification standards prescribed by the applicable agency orders, directives, manuals, and technical documents. The incumbent will be responsible for the revision and technical updating of manuals and procedures which requires a comprehensive knowledge of Title 14 of the Code of Federal Regulations (14 CFR) requirements, current directives and FAA policy, and organizational responsibilities.

ls a recognized subject-matter expert and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Monitors operational and flight control procedures and makes recommendations to management for best practices. May act as a principal specialist to develop new and innovative approaches, methodologies, and techniques, or as a team leader to define and direct challenging projects/programs/activities. Shares responsibility for the performance of programs/projects which frequently affect more than one LOB/SO or the FAA as a whole.

Additionally, the incumbent plans, assigns, accepts, and rejects work. Gives advice, counsel and instruction on work matters. Assures production and accuracy requirements are met. Suggests ways to improve production or increase the quality of work directed. Provides on-the-job training to subordinates. Approves emergency and short-term leave. Assesses technical performance of the team members and provides input to the manager. Makes suggestions, as requested concerning promotions, reassignments, awards, training and workforce issues. Provides input to staff manager on disciplinary actions, but refers complaints to staff manager.

Applies experience and expert knowledge applicable to his/her discipline to conduct functional activities for projects/programs which often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues which often cross organizational boundaries and impact on the accomplishment of strategic objectives.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, federal directives and regulations, and external concerns. May create new solutions and policy interpretations as situations require.

Provides expert guidance and instruction, both internally and externally, to address diverse, complex issues which often cross multiple projects, programs, or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and jointly resolve problems.

Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and LOBs/SOs, and often impact on the objectives of the FAA. In some specialties, the work regularly affects internal and external customers.

To qualify for this position, applicants must have 52 weeks of specialized experience equivalent to the FV-I (GS/FG-13) level. The experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that are typically in or related to the work of the position to be filled.

SPECIALIZED EXPERIENCE includes but is not limited to: Revision and technical updating of manuals and procedures; execution of flight release, flight following, arrival and post-flight processing duties; technical expert in support of delegated operational control responsibilities and flight control functions; experience in execution of flight inspection schedules.
