As the Supervisory Social Media Specialist (Social Media Manager), the position reports to the Supervisory Public Affairs Specialist, Office of External Affairs and is responsible for planning, designing and implementing social media programs and campaigns; developing social media policies and procedures; developing analytics, measures and metrics; educating staff; and supervising staff including: 

  • developing and implementing strategies for visual and written content, engagement, promotion, visibility, audience reach and conversion;
  • developing a social media strategy focused on informing, educating, and creating dialogues about American history through the African American lens;
  • curating content and overseeing the design of social media efforts;
  • implementing and managing social media programs to ensure consistency and quality of content across all social media outlets and monitoring all sites for inappropriate content or policy breaches and acts accordingly;
  • assisting in the development and ensuring implementation of policies, procedures and best practices;
  • determining which metrics (such as referring traffic, quality of content, share of voice, total size of community and engagement, sentiment, conversion rate, bounce rate and other metrics are most appropriate to measure the Museums social media strategy;
  • educating staff on how best to incorporate relevant social media techniques into the Museum's culture, handling issues or problems, and best leverage social media to increase participation; and
  • supervising a diverse staff.

Experience: You Qualify for this position if you possess one year of specialized experience equivalent to at least the GS-11 level in the Federal Service or comparable pay band system.  For this position specialized experience is defined as as planning, developing and managing the social media program for a museum, educational or cultural institution; designing and developing social media content and programming with an emphasis on African American history and/or culture that incorporates live streaming and videography; using appropriate analytics to evaluate and report on the organization’s social media efforts; and implementing policies and procedures as they relate to the organization’s use of social media.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants for this position may be evaluated in multiple stages.  The first stage is an evaluation of your responses to the online multiple-choice questions that assess your experience, education, and/or training for the job related competencies below:

  1. Ability to design, plan and implement social media campaigns with an emphasis on African American history and/or culture.
  2. Ability to develop a comprehensive social media plan, develop metrics, analyze results, and recommend changes.
  3. Skill in project management to be able to independently manage and prioritize multiple ongoing projects.
  4. Ability to communicate in writing to produce reports and write and edit for social media and marketing efforts.
  5. Ability to develop and implement policies and procedures as they relate to an organization’s social media efforts.
  6. Ability to supervise a diverse staff.

Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.  

This category rating process does not add veterans' preference points, but protects the rights of veterans by placing them ahead of non-veterans within each quality category. The Hiring Manager may make selections from the highest quality category (Best Category) provided no veteran in that category is passed over to select a non-veteran in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied.  Veterans who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
