This position is located in the Office of the Inspector General (OIG), Smithsonian Institution (SI).  The employee performs major segments of high-complex individual audits (internal, contract, or special audits) where he or she is responsible for conducting, supervising, reporting, and making recommendations in connection with audits of Smithsonian Institution operations and those of its contractors.

Duties

Help

  • Participates with others of higher grades in the planning and execution of large and complex audits and is given responsibility for directing one of more phases of such audits.
  • Gathers, analyzes, and interprets data and determines the evidence that will be used to support conclusions and recommendations.
  • Participates in opening and closing conferences with agency officials, discusses factual differences of opinion, and resolves when possible, and attempts to obtain maximum cooperation with minimum friction.

You must meet these Basic Education Requirements:

Basic Requirements for Performance Auditors

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Special Instructions for Foreign Education: If you are qualifying by education and/or you have education completed in a foreign college/university described above, it is your responsibility to provide transcripts and proof of U.S. accreditation for foreign study. In addition to the Basic Requirements above you must have the following:

You qualify for this position if you have one year of specialized experience equivalent to at least the GS-11 level in the Federal service or comparable pay band system related to the work of this position.  This specialized experience is defined as planning and executing major segments of highly-complex complex individual audits, helping to identify areas that should be examined, and making presentations to top-level management.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

There is no education substitution at the GS-12 level.

Knowledge of the total audit process, including the planning, execution, and reporting phases.  This includes researching an appropriate operating plan and adapting standard operating procedures and techniques to the situation, applying the methods and techniques of gathering and evaluating evidence, validating findings, establishing conclusions, formulating recommendations, and preparing reports.
  2. Knowledge of auditing to review unit operations and control systems to assess the amount and appropriateness of costs and compliance with government regulations.
  3. Ability to conduct interviews to give or receive information and to persuade, to participate in or to lead conferences with management, and to make oral presentations.
