Duties

Help
  • Provides position classification, position management, and pay administration services.
  • Participates in peer panels as a Human Resources representative and providing appropriate documentation.
  • Provides resource advice and technical interpretation on staffing and classification human resources regulations, rules, practices and programs to employees, special investigators, and as necessary, the general public.
  • Provides technical advice and counsel to management officials on the interpretation and application of various personnel regulations, laws, rules and procedures.
  • Prepares Merit Promotion and Delegated Examining vacancy announcements, job analyses, evaluation of candidates, coordinating of ad-hoc panels, arranging for subject matter experts, issuing certificate of eligible, and making job offers.
  • Administers all placement activities for assigned organizational areas including new hires, promotions, reassignments, incentives, details, downgrades, etc.
  • Assures special employment needs are met under various programs, i.e., employment of disabled, student employment, VRA, Inter-governmental Personnel Act (IPA), consultants, under-represented groups

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level).

At the GS-11
Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing job analysis and developing assessment questionnaires; preparing vacancy announcements; determining eligibility and qualifications of applicants; coding personnel actions and reviewing personnel actions for accuracy and completeness; responding to HR-related inquiries from customers; and advising employees and managers on various human resources issues.

OR

Education: completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

A combination of education and experience.

At the GS-12
Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience interpreting and applying classification standards in order to classify professional, administrative, technical and/or clerical positions; performing job analysis and developing assessment questionnaires; preparing vacancy announcements; determining eligibility and qualifications of applicants; coding the full range of personnel actions to include accessions, conversions, reassignment, change to lower grades, etc. and reviewing personnel actions for accuracy and completeness; advising on procedural and regulatory requirements governing the staffing process; and providing human resources advisory services to employees and managers regarding staffing and recruitment, classification and position management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  3. Researching & interpreting Human Resources Laws, Regulations, and Policy - Ability to research and interpret laws, government regulations, Executive orders, agency rules, policy, etc. as it relates to federal human resources issues.
  4. Human Resources Advisory Services - Ability to provide accurate technical advice and counsel to management officials on HR related information.
