Help
  • Prepares and/or provides guidance to prospective authors on preparing documents which present controversial concepts on program eligibility; loan and grant processing; housing/community services program issues; environmental and engineering.
  • Prepares new/revised material, analyzing, researching, and evaluating all available sources of information and reference materials in the subject matter field.
  • Writes/edits complex agency regulations, directives, and policy guidance for the Rural Development mission area which may require analyzing authorizing statute, existing government or departmental policies and procedures, or other documentation.
  • Interviews appropriate Rural Development policy and program area officials to explore the requirement of the issues introduced and determines the need for action to address the related policy.
  • Through analysis, identifies both content and presentation problems in written products and develops correct solutions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g.: one year at the GS-12 grade level for consideration for the GS-13 grade level.)

For the GS-13: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: (1) Writing and editing complex agency regulations, directives, and policy guidance; (2) Writing skills and extensive experience in positions that required communicating agency and administration policy and procedures that explained technical or controversial issues and/or (3) Working under tight, pressure-filled deadlines in a collaborative manner with other agency officials and policy experts in analyzing and interpreting complex information and tailoring messages for audience appeal and impact.

There is no substitution of education to meet the specialized experience requirement at the GS-13 grade level.
