As a Health Science Advisor, your responsibilities will include the following:
Serving as an expert advisor and technical authority on complex and precedent-setting policy and program issues, developing policies, guidance, strategies, and plans for global health programs;
Planning, developing, and managing global health programs, projects and activities; reviewing program and project proposals for financial, technical, social and environmental soundness;
Monitoring and managing activities of implementing partners, including serving as a Contracting/Agreement Officer Representative (C/AOR) by taking the initiative in contributing ideas, offering technical direction and leadership, analyzing options, suggesting corrective measures, and offering informed opinions based on technical expertise and knowledge;
Identifying and analyzing global health issues and their impact on advancing U.S. Government global health initiatives; providing expert advice, monitoring and measuring the outcome of programs, projects and activities;
Establishing and maintaining close working relationships with senior staff at relevant USAID operating units, implementing partners, international and multilateral organizations, private foundations, and relevant USG interagency partners, including: the Office of the Global AIDS Coordinator (S/GAC), U.S. Centers for Disease Control and Prevention, U.S. Department of Health and Human Services, Defense Threat Reduction Agency (DTRA), and/or other U.S. Government global health agencies; and
Advising senior management at USAID on key issues on global health issues.
Must be able to obtain and maintain a security clearance.

Examples of qualifying specialized experience at the next lower level for this position includes: a) providing technical direction on health science programs; b) managing projects devoted to health science strengthening; and c) representing an office or organization as a technical authority in health science.
GS-14 - You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) providing strategic direction and guidance on health science programs; b) representing an office or organization as a technical expert authority in health science; and c) developing projects devoted to health science strengthening.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
CTAP/ICTAPcandidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. Education
Bachelor’s or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
