Summary

This position is located at the VA Portland Healthcare System in the Office of the Director, Equal Employment Opportunity (EEO) Program. The incumbent serves as the EEO Specialist and is responsible for the planning, development, implementation, evaluation and monitoring of the affirmative action and EEO programs. The incumbent is expected to obtain and maintain agency certification as a mediator. The incumbent promotes the use of VA benefits, programs and services to minority Veterans.

Help

Major duties include but not limited to:

  • Coordinates, plans, develops, administers, manages, advises and evaluates the EEO/Diversity Program
  • Interprets policies, laws and regulations and the development and implementation of policy and training programs to include but not limited to Alternative Dispute Resolution , Prevention of Sexual Harassment, Reasonable Accommodation
  • Serves as consultant to employee and management officials at the facility
  • Develops affirmative employment plans, strategizes for resolution of discrimination complaints and other workplace disputes
  • Monitors and assists in the management f the medical center's overall EEO/Diversity program on an on-going basis
  • Identifies EEO related training needs
  • Consults with the Office of General Counsel in resolving potential systemic issues
  • Receives and reviews Civil Right Complaints

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/26/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

  • For a GS-9 Time in Grade - you must have served 52 weeks at the GS-7.
  • For a GS-11 Time in Grade - you must have served 52 weeks at the GS-9
You may qualify based on your experience and/or education as described below:
  • Specialized Experience For the GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Participate in studies, and organizational reviews; Provide assistance to EEO managers, Counselors and employees with issues related to complaint processing; and Assist in implementing EEO education programs for managers, supervisors, and employees to enhance their understanding of EEO and Diversity programs. OR
  • Education for the GS-9 - To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full academic years of progressively higher level graduate education in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work. OR LL.B. or J.D., if related. OR
  • Combination: Applicants may also combine education and experience to qualify at this level. Applicants mush have an equivalent combination of specialized experience and post high school education as described above that demonstrates the ability to perform the duties of this position. For the GS-09, only graduate education in excess of 18 semester hours (1 years) is creditable. If you qualify by a combination, your experience must be detailed in your resume and transcripts are required
  • Specialized Experience for a GS-11 - You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Participate in studies, organization reviews, and workforce analyses; Assist EEO counselors in administering the complaint process; Assist in designing EEO training or educational programs; and provide technical advice and guidance to EEO Counselors, managers and employees OR,
  • Education for the GS- 11 - To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. Applicants must have an equivalent combination of specialized experience and post high school education as described above that demonstrates the ability to perform the duties of this position. Only graduate education in excess of 36 semester hours (2 years) is creditable. If you qualify by a combination, your experience must be detailed in your resume and transcripts are required

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The regular and recurring work of the position is sitting, bending, carrying light items, attending meetings and conferences, etc., and the occasional attendance at career fairs and Veteran related events. Occasional use of automobile and public conveyances may be required. No special exertion is required. The work is mostly sedentary, requiring ambulation, bending, sitting and carrying light items.
