Summary

As a Buildings Service Specialist, you will serves as the technical specialist/advisor for all construction, mechanical, and other building service related needs. 

Location of Position:

Duties

Help

  • As a Building Services Specialist, You will develop and approve property management policies, programs and directives and regulations for implementation throughout field/service center locations.
  •  You will be responsible for developing and authorizing contract and lease quality assurance support programs on behalf of the customer agency and in line with all applicable requirements with respect to contract support activities. 
  • You will also operate as a technical specialist, working in collaboration with and in support to customers, proactively translating customer requirements into technical options and solutions, resulting in technical projects to address evolving customer workplace needs.
  • Performs other duties as assigned.

The GS-12 salary range starts at $76,721 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must must demonstrate in your resume that you have at least 1 year of specialized experience equivalent to the GS-11, level in the Federal service. Specialized experience is evaluating and implementing procedures and guidance related to maintaining the efficiency of the building operations and services programs of a commercial office building. This experience must include: (1) serving as a technical expert on building mechanical and electrical systems (2) reviewing and monitoring building services and/or leasing contracts (3) overseeing energy management/conservation programs; and (4) coordinating repair and alterations construction projects.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

Knowledge of Agency and Federal property management statutes, laws, desk guides and policies, the Federal Acquisition Regulations, Federal Management Regulations and the General Services Acquisition Manual.

Knowledge of a wide range of building management principles, concepts and practices to operate, maintain and manage real property assets in a manner that provides quality building services at a reasonable costs and satisfies building tenants and customer agencies. 

Specialized program knowledge of building management operations, to include mechanical, preventive and building maintenance; elevators; operations and energy conservation; custodial management; recycling; art and historic preservation; space alterations; safety, security and environmental management and concessions. 

Knowledge of qualitative and quantitative techniques and statistical methods required to analyze the effectiveness and efficiency of property management programs and building profitability initiatives; evaluate technical and program data, and to make decisions or recommendations for action based on consideration of all aspects of a problem.   

Knowledge of the building operating parameters (systems and equipment efficiencies, profitability, etc.), coupled with GSA and customer business requirements, and the ability to integrate those needs to identify and translate those requirements into asset recommendations for assigned buildings that optimize building functionality, usefulness and overall operations.

 A wide range of real property management principles, concepts and practices to designing, constructing, operating, maintaining and managing real property assets in a manner that provides quality building services in accordance with contract parameters. 

Technical knowledge and competency in the areas of design, operation, maintenance and management of assigned building(s) and buildings systems required to provide quality building and related services through lease administration and contract review to meet customer agency requirements.

Knowledge of contract administration, procurement regulations, procedures, and practices together with a technical knowledge of occupancy management and design and construction projects policies and processes; a working knowledge of various concessions activities; and a working knowledge of heating, air conditioning, construction, and general building maintenance.
