Summary

As an IT Project Manager you will provide project leadership and long-range strategic planning for application development and operations projects and programs, across a range of technologies.

Location of position: Washington DC 

The Office of Government-wide Policy IT Services is responsible for  incorporating federal laws, Executive Orders and other regulatory information into all of GSA policy areas.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Help

  • Responsible for the day-to-day leadership of matrixed project resources to ensure productivity and efficient use of resources, sets and adjusts short-term priorities.
  • Promotes team building, collaboration, and cohesion within the project team; serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus-building activities among team members.
  • Estimates and reports to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensures that all team members are aware of and participate in planning for achievement of team goals and objectives.
  • Formulates short and long term project budgets, including responsibility and/or inputs to capital planning and other business documents, to include, but not limited to Executive Business Cases, Lean Business Cases, and OMB IT Portfolio Summary (formerly Exhibit 53) and Major IT Business Case (formerly Exhibit 300).
  • Responsible for project financial management, to include, but not limited to: budget formulation and execution, IT acquisitions and purchases, and determines the best approach or solution for resolving budget shortages; makes decisions on project issues and risks presented by project team members; consults and informs supervisor as necessary to make best decisions.
  • Proactively identifies, reports, and recommends solutions to operational risks and systemic mission issues, and continuously seeks and implements improvements and innovations that increase operational efficiency and effectiveness
  • Provides operational status and reports to the Branch Chief, Division Director and ACIO on routine and ad hoc basis; ensures situational awareness of OGP IT leadership
  • Serves as a liaison to senior leadership (GS-15 and SES level) within the agency to convey information regarding application activities, policies and goals; to clarify procedures; and to interpret directives and/or other governing regulations as needed.
  • Develops new insights into situations and applies innovative solutions to make project improvements; creates a work environment that encourages creative thinking and innovation; designs and implements new or cutting‐edge programs/processes.

The GS-14 salary range starts at $121,316.00 per year.   

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

SPECIALIZED EXPERIENCE:  

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience leading IT service transformation projects or teams, providing information and recommendations in project planning and developing detailed project plans that incorporate project management best practices including risk management, compliance, training, change management and IT governance.

  1. Knowledge of project management techniques, principles, methods and practices to lead IT Projects.
  2. Ability to lead high performing teams to accomplish goals in an IT environment.
  3. Knowledge of project financial management practices to resolve budget issues regarding IT projects.
  4. Ability to communicate orally on new IT developments and emerging technologies to serve as a liaison to senior leadership and other internal customers
  5. Ability to communicate  on project issues, objectives, define milestones, deliverables and provide advice to team members and stakeholders.
