Duties

Help

Works with regional associates to provide technical, analytical and programmatic support for all Public Buildings Service (PBS) business systems.
Provides assistance and advice on data entry into various business systems. Recommends and implements new policies in terms of responsibilities for data entry, ownership and accountability for data integrity, training needs and the development of appropriate training.
Provides and recommends methods for improving program performance through enhancing the efficiency and effectiveness of data input and management. Develops budget plans and tracking systems for managing leases and measuring/evaluating performance.
Evaluates business programs on how best to improve data quality; strengthen client satisfaction with the quality of data management and ease the use of the systems for clients. Serves as the data manager for large scale and/or highly visible regional data management projects.
Develops and conducts detailed comprehensive group workshops and individual training sessions to promote understanding and use of all PBS business systems. Participates in multi-disciplined project teams in determining how to best complete project goals, improve data quality, strengthen client satisfaction and integrate the Data Management Program with business systems.

• Undergo and pass a background investigation (Tier 2 investigation level).

• Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-11 salary range starts at $71,274 per year and the GS-12 salary range starts at $85,428 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify for the GS-11: You must possess the following qualification:

A: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal Service. Specialized experience is experience gathering and entering statistical data for recurring reports; providing analytical and programmatic support to program activities; and assisting with data management projects and programs. -OR-

B: A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of a Business Systems Specialist. -OR -

C: A combination of specialized experience and graduate level education as described in "A" and "B" above that, when combined, fulfills the requirements.

To qualify for the GS-12: You must possess one year of specialized experience equivalent to the GS-11 in Federal Service. The specialized experience for the GS-12 position is defined as experience tracking, measuring and evaluating business performance plans and measures; experience providing technical, analytical and programmatic support for business systems; and experience providing authoritative technical support and guidance on data integrity and quality assurance.

Knowledge of qualitative and quantitative methodologies, practices and philosophies to apply theories and new developments to complex management processes, programs and/or problems.

Ability to gather, evaluate and format data in connection with the compilation of statistical information and the preparation of recurring reports.

Knowledge of business systems and how to manipulate each program to evaluate business performance, measurement and achievement of organizational and/or financial goals, relevant laws, regulations, methodologies and/or policies to provide authoritative technical guidance on all issues of data integrity and quality assurance.

Skill in oral communications to present recommendations to higher authorities, to obtain compliance with policies from local activities, to articulate positions/policy of vast technical complexity and to represent the region/agency on task forces.

Knowledge and ability to use various business related systems such as but not limited to REXUS (Real Estate Across US) Data System, OA Tool, Review Requirements Doc (RRD), Pricing Policy, GREX and Rent Bill Management Tool.
