Summary

As a Procurement Analyst, you will be responsible for coordinating and implementing acquisition policies set by the National and Regional Offices.   Serve as an adviser to the Regional Commissioner staff and other internal and external customers interpreting policies governing the respective program areas. 

Location of position: Public Building Services, Acquisition Division, Washington, DC

Duties

Help

Major duties include:

  • Provide contract oversight for the contracting and procurement operations performed by and in support of the PBS regional initiatives.
  • Identify practices and procedures which deviate from prescribed policies or directives; recommends corrective actions for such deviations; monitor
    the progress in the implementation of the corrective actions.
  • Perform pre-award and post-award reviews as needed to ensure compliance on general requirements, selected high dollar value, complex and/or sensitive cases.
  • Ensure compliance with applicable statutes, regulations and directives; interpret, or in cases of critical or highly sensitive issues, seeks higher authority on interpretations of acquisition policies and procedures for regional contracting activities.

*This is NOT a full-time telework position. The selectee is expected to work at the duty location listed in the vacancy announcement.

The GS-13 salary range starts at $102,663 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

1102 Qualifications GS-13 & above:

You must meet the requirements in 1, 2, or 3 below:

  1. All of the following:  (a) Completion of Training listed in Level I & II of  FAC-C Course Requirementsor FAC-C Level II or III, or a DAWIA level II or III certification.  If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  
  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is contracting procurement experience and must have included: interpreting laws, regulations, principles and policies to generate new procurement concepts; and providing expert technical leadership, staff coordination and consultation in a functional area of procurement.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of accounting principles, economics, money and finance, marketing and taxation in order to determine cost data requirements, evaluate proposals and design monitoring systems to ensure proper contract performance.
  • Skill sufficient to effectively resolve complex and sensitive issues which can be precedent setting and impact operating policies and procedures.
  • Knowledge of procurement operations and their interrelationship in the negotiation, pricing and audit areas to perform pricing reviews.
  • Skill in developing and utilizing the agency's management information systems to determine critical data elements for purposes of evaluating overall program effectiveness and adherence to established policies and regulations.
