Summary

As a Procurement Technician for the East Bay Field Office is responsible for a wide range of procurement actions for repair and alterations services, building supplies, mechanical, landscaping and custodial services, and budget functions to include budget activities.

Location of position: Public Buildings Service, San Diego Field Office, in San Diego, CA.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Help

  • Purchases standard supplies. Reviews mandatory sources of supplies. Contacts vendors for three or more sources.
  • Prepares and issues letters and solicitation documents ensuring appropriate clauses are included. Prepares abstracts and performs analysis of bids on proposals. Clarifies contractual requirements.
  • Tracks obligations and expenditures. Maintains balances to ensure activity is within limits (prevent overruns). 
  • Utilizes software to review and verify obligations. Ensures proper coding, inputs procurement data, corrects errors, conducts data searches for records, and retrieves reports.

  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-8 salary range starts at $53,608 per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify for the GS-8, you must demonstrate at least one year of specialized experience equivalent to the GS-7 level in the Federal service. Specialized experience is experience procuring supplies or services through formal advertising or negotiation techniques; reviewing requisitions and solicitations for completion and/or compliance; evaluating bids or proposals for compliance with specifications or purchase descriptions and clauses; and/or, administering contracts, monitoring progress, and preparing change orders.

Relocation-related expenses are not approved and will be your responsibility.

  • Knowledge of purchasing and requisitioning methods used to obtain services and supplies.
  • Knowledge of procurement procedures and techniques to carry out recurring assignments involving use of formal advertising methods.
  • Knowledge of various contract types, required clauses, acquisition plans, and special provisions necessary to plan and carry out procurement's and recommend awards.
  • Ability to analyze data.
  • Knowledge of and skill in applying the principles, practices and methods of budget execution to determine whether obligations and expenditures are within funding limitations for the project/budget activity.
  • Ability to compile and extract data using an automated system and prepare reports.
