Summary

As a Property Disposal Specialist, you will be disposing of a broad range of highly complex or specialized property within a multi-state market area or among a wide variety of Federal activities with different property needs and disposal requirements.

Duties

Help

Major functions include, but are not limited to the following:

  • Ensures the effectiveness and efficiency of GSA personal property disposal programs, managing and expediting the flow of highly complex, sophisticated and/or sensitive excess/surplus property throughout the entire utilization/donation process. Analyzes new or revised policies and legislation affecting GSA property disposal activities. Assesses impact of changes and prepares findings for the supervisor or responsible official.
  • Provides in-depth guidance regarding the disposal and/or acquisition of excess personal property. Assists agencies disposing of excess personal property by developing disposal plans to meet customer needs in accordance with legal requirements.
  • Analyzes a wide variety of Federal, State and/or donee programs for problems and policy compliance. Ensures property is adequately and efficiently accounted for, screened, described, used and made available to other organizations. Provides advice and assistance in redistributing property when activities have program problems. Searches for unusually complex, difficult to find or high demand emergency essential items.
  • Conducts extensive market research for property; determines if special marketing attention is required; analyzes and interprets market information to identify demand, uses and sales methods.
  • Plans, prepares and conducts sales of surplus personal property. Determines marketability of property, the target market, type of sale, and conditions related to the preparation of invitation for bid. Controls the amount and type of advertising. Analyzes statistical data for individual sales reports and summary program reports. Assures the development and establishment of upset prices.
  • May serve as a Contracting Officer or Contracting Officer’s Representative for sales. Recommends and/or issues final decision on disputes and prepares findings and determinations. Recommends appropriate action on claims, disputes, and appeals requiring concurrence or approval of higher authority. Administers and/or monitors contractor performance.
  • Maintains liaison with the business community, agency officials, state and local Government representatives and others to determine reactions to sales and problems encountered. Recommends changes to existing procedures based on analysis of feedback, perceptions and problems that arise.

If selected, you must meet the following conditions:

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.

  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-9 salary range starts at $62,415; GS-11 salary starts at $75,515, and GS-12 salary starts at 90,512 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-7 level or higher in the Federal service, or two full years of progressively higher graduate education or a Master's or equivalent graduate degree. Specialized experience is defined as experience performing property disposal work for excess and surplus personal property using principals and concepts associated with one or more of the following disposal functions: utilization; donation; sales/marketing.  

GS-11

To qualify, you must have at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service, or three full years of progressively higher level graduate education or a PhD or equivalent doctoral degree. Specialized experience is defined as experience performing property disposal work for excess and surplus personal property using principals and concepts associated with two or more of the following disposal functions: utilization; donation; sales/marketing.

GS-12

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is defined as experience performing complex property disposal work for excess and surplus personal property using principals and concepts associated with all of the following disposal functions: utilization, donation, and marketing.

Bargaining Unit status: AFGE

If you are selected at a grade lower than the full performance level, you may be promoted up to that grade level without having to re-apply or compete against other applicants.

Relocation-related expenses are not approved and will be your responsibility.  

On a case-by-case basis, the following incentives may be approved:

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of a wide range of property disposal principles, concepts and  methodologies.
  • In-depth knowledge of Federal property management regulations, policies, directives and programs.
  • In-depth knowledge of sales, marketing, merchandising, contracting and contract administration policies and methods.
  • Knowledge of agency and customer automated systems used to track, manage and evaluate personal property data. Ability to manipulate the data within the system(s) using accepted statistical techniques or software applications.
  • Ability to communicate orally and in writing.
