Summary

As the Branch Chief, you will direct, administer, and supervise the program for procurement and contract administration for a wide variety of real property related services.

This position is located in the Public Buildings Service (PBS), Acquisition Division in Charlotte, NC.

This office is responsible for acquisition policy guidance, oversight, and support to PBS organizations for services and construction acquisitions.

Duties

Help

  • You will perform procurement planning, identifying large-scale systems, components, equipment, and services to be acquired by contract;
  • You will serve as an advisor to program officials in procurement planning meetings, identifying the procurement objectives and methodologies to be used and assist with statements of work;
  • You will represent the agency as a subject-matter expert in discussions and conferences with senior leadership, render advice, guidance, and decisions on matters relating to contracting and acquisition;
  • You will plan comprehensive negotiation strategies, coordinate strategies with technical experts involved, lead the negotiations and award the contracts;
  • You will supervise Contract Specialists and related support employees engaged in procurement services supporting new buildings, repairs, alterations, leases, and improvements to existing real property.

  • Undergo and pass a background investigation (Tier 4 investigation level).

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required.
  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).
  • Direct Deposit of salary check to financial organization required.
  • The incumbent of this position will be required to obtain and maintain a warrant; as required the incumbent ensures that all required training and FAC-C certifications are current, keeping apprised of changes to procurement regulations and policies.

The GS-14 salary range for Charlotte, NC starts at $109,192.00per year. 

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

You must meet the requirements in 1, 2, or 3 below:

1.  All of the following: 
(a) Completion of Training listed in Level I & II of  FAC-C (Refresh) Course Requirements; or FAC-C (Refresh) Level II or III, FAC-C (Legacy) Level II or III, or a DAWIA level II or III certification.  If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification.
(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2.  Exceptions: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3.  Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service 

Specialized experience for the GS-14 is:   

  1. Experience utilizing contracting regulations, policies, and procedures to:
    • perform the full range of highly complex pre-award and post-award activities on various contract types such as fixed price, fixed price economic price adjustment, various cost type contracts, requirements contracts, performance based acquisitions, and multiple award schedules;
    • perform delivery/task order placement and administration against multiple award contracts and/or requisitions;
    • defend pre-award and/or post-award protests, contract claims, and contract disputes;
    • lead or work as part of an effective, integrated project team and serve as principal contracting advisor to junior contract specialists and coworkers.
  2. Leading or supervising contracting professionals providing contracting services for the acquisition of a wide range of supplies and services (professional and non-professional).

Examples must detail evidence of professional potential, business acumen, strong oral/written communication, and relationship building in order to procure a variety of complex or specialized products and/or services. 

Education

A 4 year course of study leading to a bachelor's degree and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (All academic degrees and coursework must be from accredited or pre-accredited institutions).

  • Skill in planning, assigning, and reviewing work in support of multiple program areas of professional, administrative, operations and maintenance services and performs follow-up evaluations. 
  • Ability to make decisions on work problems presented by subordinate personnel, vendors or contractors.
  • Knowledge in making decisions on work problems presented by subordinate personnel, vendors or contractors; determines whether contractor performed work meets standards of adequacy and legality; finds and implements ways to streamline the contracting process or increase the quality of work.
  • Knowledge in establishing criteria, formulating projects, investigating and analyzing a variety of conditions, problems, or questions that affect a wide range of procurement activities involving millions of dollars.
  • Ability to serve as the Division Director's designee in the resolution of contractual matters involving high level industry and government officials.
  • Ability to have frequent contacts with high ranking civilian managers, supervisors, and technical staff at bureau and major organization levels of the agency; with agency headquarters administrative support staff; or with comparable personnel in other Federal agencies.
