Summary

As a Construction Control Representative, you will be responsible for the technical, financial, and business management of designated design and construction projects. Projects include both Federally owned, as well as  leased buildings. 

Location of Position: Region 7, Public Buildings Service, Little Rock, AR, McAllen, TX, Houston, TX, Laredo, TX, and El Paso, TX.

Duties

Help

Major duties include, but are not limited to the following:

  • Serves as a technical manager and has overall responsibility for designated projects, from the project initiation stage through the planning, design, construction and closeout phases. Meets with contractors, manufacturers’ representatives, Lessors, and/or Government agency representatives to establish construction requirements. Establishes communication protocols on projects. Determines project risk and assesses project activities and resources to mitigate risk. Balances competing objectives between GSA and its customers. Monitors projects to ensure projects stay within the approved funding, scope and schedule. Performs progress and final construction inspections checking in detail all phases of contract compliance with contract documents, identifies deficiencies and follows up to ensure correction of same. Completes all administrative actions required to close out assigned projects.
  • Develops scopes of work for designated construction projects, which includes a written narrative, plans, sketches, specifications, and / or other design documents necessary to communicate the project intent to the customer, the design firm, and/or the general contractor. Conducts site investigations and communicates with the general contractor to insure the work complies to the contract, particularly with regards to quality, cost, schedule and safety.
  • Represents agency in the management of construction contracts for the preservation, restoration, alteration, and/or rehabilitation of public buildings and/or leased federal space. Serves as the primary point of contact for the customer and has overall responsibility for providing customer service.
  • Serves as the Contracting Officer’s Representative (COR). Recommends the preferable project delivery process procedure (contracting methods) for design and construction. Assists Contracting Office in negotiating contracts and design changes with A/E firms in coordination with agency representative. Administers A/E, alteration and new construction contracts and recommends approval or rejection of all or parts of the proposals. Participates in review of bids, contractor’s proposals and contract specifications, as well as in contract negotiations and technical and business discussions with contractors. Makes recommendations to contracting officer concerning contract modifications. Develops cost estimates for projects and change orders. Evaluates contractors cost proposals and determines a fair and reasonable price for the work.

The GS-12 salary range starts at $76,721 per year, depending on location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.  Specialized experience is experience applying engineering methods and techniques and construction practices related to building systems (e.g. heating, ventilation, air conditioning, architectural finishes, electrical systems, fire protection systems, or plumbing systems, etc.); defining requirements with customers; developing construction cost estimates; inspecting construction; administering construction contracts; and reading and interpreting engineering and architectural plans and specifications. Such experience must also include independently managing projects and/or large portions of projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.

Knowledge of project management; Ability to manage projects impacted by multiple competing priorities and requirements; Knowledge of the principles, methods or tools for developing, scheduling, coordinating and managing projects and resources, including monitoring and inspecting cost, work and contractor performance; Knowledge and skill in applying technical A/E concepts, principles and practices.
  2. Knowledge of design and construction principles, concepts and practices; Skill in coordinating and integrating project activities, organizing work, and setting priorities; Ability to apply financial management and budgeting techniques to achieve project results.
  3. Knowledge of methods and techniques related to construction, conversion, or alteration projects; Ability to read and interpret construction plans and specifications in order to advise on technical considerations for assigned projects; Skill in written and oral communication; Ability to interpret contract specifications, to perform recurring inspections, review contractor performance, and to evaluate, document, and ensure quality of services are provided; Skill in meeting with engineers, architects and construction contractors to discuss comments and facilitate decisions to resolve concerns; Strong interpersonal and communication skills necessary to effectively lead a diverse team, keep stakeholders informed of highly complex technical information and to satisfy and support a diverse customer base; Knowledge of contract administration, procurement regulations, procedures, and practices.
  4. Knowledge of the Federal Acquisition Regulations (FAR); Ability to conduct cost and price analysis; Ability to negotiate fair and reasonable prices; Knowledge of construction management and cost estimating, pricing policies and fees; Knowledge of cost and price analysis to forecast costs and evaluate prices in relation to contracted services or projects; Ability to plan, administer, monitor and validate expenditures to ensure cost-effective support of programs.
