The Equal Employment Opportunity Manager:

  • Provides training for managers, staff and Midshipmen/students on EEO-related topics. Manages the Equal Employment Opportunity program (EEO) providing advisory service. Processes a variety of employment discrimination complaints to the agency. Ensure timeliness, legal, and technical proficiency in processing EEO complaints. Process the most difficult complaints. Utilizes alternative dispute resolution opportunities. Assists managers with technical matters. Provides or arranges for EEO counseling for employees and applicants for employment. Explains EEO complaint procedure.
  • Conducts studies, statistical analyses and surveys. Coordinates activities for commemorative and special emphasis programs. Ensure timeliness, legal, and technical proficiency in processing EEO complaints. Develops innovative approaches to complaint processing. Develops and recommends new policies. Performs fact-finding and in-depth analysis work. Provides guidance to facility manager and others. Develops and implements special programs. The incumbent is responsible for furthering the goals of equal employment opportunity (EEO).

Assists managers with technical matters. Provides or arranges for EEO counseling for employees and applicants for employment. Explains EEO complaint procedures. Performs fact-finding and in-depth analysis work. Develops and implements special programs. The incumbent is responsible for furthering the goals of equal employment opportunity (EEO).

Provides advice and assistance to managers, supervisors, and employees. Develops correspondence procedures. Communicates complex and sensitive issues. Prepares mandated and formal complaint materials. Provides advisory services to management officials. Posts and maintains notices, issues memoranda, and attends staff meetings. Provides guidance to facility manager and others.

The ideal candidate is a highly motivated self-starter who has middle to senior level experience providing EEO/diversity trainings in a higher education environment (consisting of faculty, staff, and students). The individual must be capable of strategically planning and executing EEO initiatives. The successful candidate in this position must lead with integrity and ingenuity to foster a diverse and inclusive environment. The individual must be customer service oriented, with unique skills to coordinate with internal and external stakeholders and provide direction and guidance to assure the accomplishments of affirmative action objectives and adherence to nondiscriminatory employment practices in regards to race, color, religion, sex, national origin, age, or disability, preferably on a college/university campus or military academy.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience planning, organizing developing, and evaluating an Equal Employment Opportunity program that meets all regulatory requirements focused on solutions to systematic problems, elimination of barriers to equal employment, and providing of training, guidance, management advisory and consulting services designed to effect major organizational changes.

Higher Desirable:

1. Relevant Experience in a regimental setting at a college/university and/or military service Academy.
2. Experience working in a Higher Education environment that emphasizes the commitment of the institution to maintain a living, learning and working environment that rejects barriers to equal employment opportunities and attitudes that promote such behaviors.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
