Summary

As a Supervisory Contract Specialist, you will provide first-line supervision and direction to a group of Contract Specialists performing preaward, administration and termination work related to contracts, to assure the efficient and effective day-to-day operation of the unit. 

This position is located in the Public Buildings Service, Fort Worth, TX.

Duties

Help

  • Develop and implement systematic plans to assure accomplishment of customer program objectives through coordinated efforts of acquisition team members. Work with members of the program offices to market current and/or new services to exisiting potential Public Buildings Service (PBS) customers.
  • Direct and perform the section's full range of contract administration actions required for the acquisition program, inlcuding the issuance of contract modifications, negotiation of changes, excericse of options, justification for other than full and open competition, investigation and resolution of contractor delays, issuance of cure notices or show cause letters, settlement of liquidated damages, contractor performance appraisal, subcontractor suveillance, disposition of claims, use of alternate dispute resolution when appropriate, and similar matters.
  • Direct, train, advise, and coach journeyman level contract spoecialists, intern level contract specialists, purchasing agents, and support personnel.
  • Serve as advisor to program officials in procurement planning and processes. Advise program officials of the acquisition strategies and procurement objectives to be used, and assist in the preparation of statements of work.
  • Direct and serve as senior-level Contract Specialist for pre award and post award functions involving specialized procurements of significant government-wide importance. Requirements typically involve negotiated/source selection procurements of various contracts for designing and building complex structures with state-of-the-art energy management; and service contracts for building management/maintenance, automatic temperature controls, fire safety, and other major systems/subsystems contracts.

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 3 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Serve a one year supervisory or managerial probationary period, if required.
  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The salary for the position is dependent upon the location for which you are selected.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify you must meet the requirements in 1, 2, or 3 below:

  1. All of the following: (a) Completion of Training listed in Level I & II of FAC-C Course Requirementsor FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

Specialized experience is contracting procurement experience and must have included: interpreting laws, regulations, principles and policies to generate new procurement concepts; and providing expert technical leadership, staff coordination and consultation in a functional area of procurement.

Knowledge of contract types, methods of contracting and techniques

Mastery of the principles of acquisition planning sufficient to develop and implement a plan to procure multi-year contracts for technical services and/or maintenance

Ability to communicate both orally and in writing to all levels both internally and externally.
