Summary

As a Supervisory Contract Specialist, you will serve as a Branch Chief for a Branch in the Acquisition Management Division, PBS  This office is responsible for all technical matters related to the development and execution of contracts (preaward and postaward responsibilities) secured to support PBS organizations throughout the New England Region, which include both GSA and external customer requirements.

Duties

Help

Serves as a Branch Manager performing the complete range of managerial and programmatic roles in support to regional acquisition efforts, including the following functions.

Sets objectives for the Branch and assists the division director in setting the objectives of the division. Determines the most efficient and economical manner by which to accomplish assigned workload, establishes priorities, and provides positive direction to subordinates on goal attainment and methodology.

Monitors branch program measures and results. Participates in the development of work measurement systems on a regional level and as requested, communicates national procurement initiatives and goals and performance standards to individual employees. Follows up to insure employees are meeting their goals or takes positive action to improve performance.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required
  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-14 salary range starts at $120,043 per year.  

You must meet the requirements in 1, 2, or 3 below:

  1. All of the following:  (a) Completion of Training listed in Level I & II of  FAC-C Course Requirementsor FAC-C Level II or III, or a DAWIA level II or III certification.  If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  
  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. 

Specialized experience is experience in evaluating or implementing contracting programs; OR leading or supervising contracting professionals providing contracting services for the acquisition of a wide range of supplies, services (professional and non-professional), and/or construction; OR contracting experience that demonstrated the ability to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts and evidence of professional potential, business acumen, drive for results, relationship building, and self-motivation in order to procure supplies, services, or construction associated with an organization.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

Expert knowledge of Government contracting laws and policies, including techniques of contracting operations; a thorough knowledge of Agency contracting policies and procedures; and, a familiarity with business and industry practices. 

Knowledge of contracting and acquisition processes.  Ability to interpret and apply acquisition regulations.  Knowledge of pre-award and post-award procedures.

Ability to justify, defend and negotiate the government’s position with higher-ranking members of GSA, Client Agencies and Vendors, in representing projects to be accomplished. 

Skill in applying a wide variety of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness

Ability to serve as a supervisor in order to perform a full range of managerial and programmatic roles in support of the Division. 

Skill in oral and written communications to defend business/contractual decisions of subordinate staff, to present highly technical matters or sensitive recommendations to a variety of audiences, to effectively be able to resolve sensitive situations, to obtain compliance with policies.
