Duties

Help

GS-13 duties: 

Contributes to the development, execution, and sustainment of a variety of agency performance management and improvement practices related to GPRAMA, OMB Circulars A-11, A-123, and A-136, and other pertinent laws, regulations and agency policies.

Provides broad assistance in developing performance, strategy, and risk management guidelines and requirements within the parameters established by Congress, OMB, and the Chief Financial Officer and oversees their implementation.

Maintains continuous review of status of performance results and prepares reports and briefings to GSA leadership and external stakeholders. Establishes and maintains effective working relationships with individuals at all levels throughout the.

Conducts individual evaluations and special studies to analyze complex and sensitive problem situations and to develop and implement solutions. Leads and coaches others on the development of measures that capture the effectiveness of agency programs.

Develops and provides guidance for improvements, cost saving and/or "good practices" in  the operational effectiveness for key programs. Consults with stakeholders to determine benchmarks and implements best practices.

Develops performance workload reports. Identifies and analyzes resource allocation requirements through qualitative and quantities analysis. Collects and maintains data for program statistical reports. Prepares graphs and charts. Analyzes program performance and forecast trends.

GS-14 duties:

Plans and conducts complex strategic and performance planning projects of major significance including the development of the GSA's Strategic Plan, Annual Performance Plan, Annual Performance Report, Agency Financial Report, Agency Priority Goal Action Plans, and Quarterly Performance Reviews.

Acts as "independent analyst" in the agency-wide planning process and analyzes complex program and agency plans and policies. Ensures a management-for-results orientation in the strategic planning and policy-making processes of the agency.

Conceptualizes and defines the requirements and procedures necessary for the agency and its constituent programs to meet GPRMA, OMB and agency criteria for an effective program of strategic and performance planning.

Directs the work of temporary and ad hoc work groups convened for the purpose of addressing complex, technical and sensitive issues that may involve various program areas within the agency. Devises creative, effective and useful solutions to emerging issues.

Conducts individual evaluations and special studies to analyze complex and sensitive problem situations and to develop and implement solutions. As appropriate, designs, develops and recommends corrective action in the form of changes in policies, organizations, and procedures.

Researches, analyzes, evaluates, and reports on data, narrative information, and statistical data, and develops written input for briefings, data-calls, meetings, and other key deliverables. 

As a technical authority in the area of performance measurement, acts as a troubleshooter for key management officials on a diverse range of issues, projects or concerns requiring an overview of the total operation with respect to resolving significant and controversial situations.

The  GS-13 salary range starts at $ 96,970.00 and the GS-14 salary range starts at $114,590.00.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

GS-13: To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; applying the principles of performance measurement to develop and implement metrics that assess project and program success; evaluating organizational strategies and corresponding strategic objectives for feasibility, consistency, and impact; using qualitative information and quantitative data to conduct studies, analyze results and make recommendations on  programs and initiatives; communicating technical information and key findings through oral briefings, written reports, and data visualizations. 

GS-14: To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience developing an agency or bureau's strategic plan or annual performance plan in support of the Government Performance and Results Act Modernization Act (GPRAMA); analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs and articulating their performance against strategic objectives; conducting complex studies, analyzing results and making recommendations on program effectiveness or performance; applying the principles of performance measurement to develop and implement  metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met; developing and communicating technical information to a broad range of audiences, with particular emphasis on writing and data visualization skills that incorporate a variety of software and analysis tools; working across organizations to resolve significant problems, reconcile differing viewpoints, develop policy guidelines, and determine best practices to improve organizational performance.

Knowledge of performance measurement strategy, theory and concepts to identify, define and resolve complex, novel, unique, undeveloped, or controversial aspects of the performance measures program.

Skill in oral and written communications in order to facilitate small group working sessions and collaborate with stakeholders in meetings geared toward desired goals and outcomes.

Knowledge of the Government Performance and Results Modernization Act (GPRMA) and related policies (i.e. OMB Circular A-11, OMB Circular A-123, and OMB Circular 136) to assess the agencies performance; perform organizational strategic planning; performance management; and, program evaluation functions.

Skill in conducting high level data reviews to determine the accuracy, reliability, and timeliness of reviews and the implementation of results.

Knowledge of analytical concepts, principles, and practices applicable to the full range of program and management analysis. Comprehensive analytical skill to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.

Skill in establishing and maintaining effective working relationships in order to collaborate with action officers and senior-level stakeholder
