Summary

As a Sales Contracting Officer, you will have responsibility for the coordination and execution of the vehicle sales program for a designated area.  You will serve as a warranted contracting officer and provide direction, guidance and oversight to Fleet employees and contractor staff pertaining to vehicle sales. 

Locations:  
Denver, CO; San Diego, CA; and Monterey Park, CA

Duties

Help
  • Serves as a warranted Contracting Officer, performing the full range of contract administration of vehicle sales auction contracts with commercial firms, working in conjunction with the primary Contracting Officer
  • Directs the preparation of vehicles for sale at public auction
  • Provides technical direction and guidance to Fleet managers, other Sales Contracting positions and agency employees on issues pertaining to vehicle auctions
  • Troubleshoots operational problems and analyzes alternative courses of action and provides guidance to managers
  • Ensures post-sale functions are completed timely
  • As a Marketing Representative, publicizes and advances the fleet management program to customer agencies
  • Maintains liaison with GSA officials and personnel, other zonal offices, customer agencies, manufacturer representatives, local vendors, contractors, and the public
  • Analyzes sales data to identify and recommend ways to improve program effectiveness, efficiency, and/or revenue generation

If selected, you must meet the following conditions:

  • This position requires the ability to acquire and maintain Fleet Warrant Program Certification, which includes formal training, experience and 12 semester hours of college credit.
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a Schedule A, Schedule C, or non-career SES political appointee
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Have a valid driver's license
  • Ability to operate all fleet vehicles

The GS-12 salary range starts at $84,118 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level in the federal service.   

Specialized experience is experience analyzing program data and providing technical direction in support of remarketing and sales activities.  Such experience must have included the following:

  • Analyzing business-related data to identify ways to improve effectiveness, efficiency, and/or revenue generation
  • Assisting in research and development and/or troubleshooting problems to increase the effectiveness of program operations
  • Assessing contractor performance and making recommendations for improving standards and effectiveness
  • Performing contract administration
  • Assessing compliance with contract performance
  • Developing and conducting oral and written presentations for diverse audiences

Quality Ranking Factors (QRFs) : QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. If you have such KSA's, you may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA's .   • The ability to acquire and maintain Fleet Warrant Program Certification, which includes formal training, experience and 12 semester hours of college credit.
  • In-depth knowledge of a wide range of property disposal and fleet sales concepts, principles, practices and regulations in order to make determinations regarding the appropriate disposition of assigned vehicles.
  • In-depth knowledge of sales, marketing, acquisition and contract administration, and advanced sales techniques.
  • Specialized knowledge of vehicle offerings throughout the assigned area to ensure they are efficiently and legally sold.
  • Knowledge of the financial aspects of fleet operations, e.g., agency procurement regulations, purchase order tracking to ensure adequate funding, inventory control, billing process/procedures, timely invoice processing, and agency cost recovery.
  • Knowledge of analysis concepts, techniques, and methodologies to conduct studies of disposal program functions, and in turn, recommend optimal strategies of solution of problems and improvement of work functions.
  • Knowledge of the various fleet specific systems.
  • Detailed knowledge of the structure, functions, procedures, goals, and objectives of the entire Office of Fleet Management to ensure compliance with program requirements and responsiveness to customers.
  • Skill in written and oral communication in order to give clear and concise written and oral reports.
