Summary

This position is located within the United States Department of Agriculture (USDA), Agricultural Research Services (ARS), Administrative and Financial Management (AFM), Financial Management and Agreements Division (FMAD), in Beltsville, MD.

Duties

Help
  • Develops and formulates terms and conditions for each proposed agreement and/or grant.
  • Closes out legal agreements and undertakes terminations where necessary.
  • Ensures all legal documents awarded are in compliance with applicable statutes, governing regulations, and agency policy.
  • Conducts reviews to determine whether all terms have been met, that all fiscal, income, patent, and property reports have been received , and that any audit problems have been resolved.
  • Reviews program and budget plans to ensure adequate resources are committed for the project.
  • Works with personnel in matters involving budget and finance procurement, property, safety and health, buildings and facilities construction projects to ensure there are no conflicts with other statues or regulations.
  • Works with staff in selecting the appropriate methods of generating proposals, and appropriate methods, techniques, and instruments for implementing differing types of projects or activities, e.g., grants, contracts, and cooperative agreements.
  • Utilizes the automated Agriculture Research Information System (ARIS)/Agreements Information Management System (AIMS) to manage extramural agreements.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level).

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised.

At the GS-09:
Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with processing and maintaining grants or agreements; ensuring grants are in compliance with governing policies and procedures; and assisting with maintaining grants or agreements through automated systems.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

A combination of education and experience as described above.

At the GS-11:Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience processing and maintaining grants or agreements; ensuring grants are in compliance with governing policies and procedures; and maintaining grants or agreements through automated systems.

OR

Education: completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

A combination of PhD level education and specialized experience as described above.

At the GS-12:
Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience processing and maintaining grants or agreements; ensuring grants are in compliance with governing policies and procedures; maintaining grants or agreements through automated systems; and participating with staff in the coordination of the activities of an organization with emphasis on grants and agreement activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
