Summary

As the Senior Budget Analyst for an assigned organization, is responsible for the full complement of financial/budgetary operations necessary to support regional programs.

This position is located in the Office of PBS Financial Services within the Office of the Chief Financial Officer (OCFO).

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Help

Responsible for the full complement of financial/budgetary operations necessary to support regional programs.

Interprets Agency, Office of Management and Budget (OMB) and Congressional policies or regulations for the justification and submission of budget estimates.

Develops the organization's total long-range financial plan and budget, and is responsible for budget formulation, presentation and execution.

Ensures the accurate input of budgetary data for automated reports by monitoring printouts and overseeing employees responsible for this input throughout the regional organization.

Provides policy, advice and recommendations to management, other budget analyst, assets manager, and business line managers on all aspects of assigned budget activities and assists the business lines in the budget preparation of their business.

Qualifications

DUTY STATION TO BE DETERMINED UPON SELECTION.

NOTE: GS Base salary listed on announcement without Locality.  Once duty station determined upon selection, salary range for duty locations are as follow:

The GS-13 base salary range starts at $76,687.00 year. (Salary will be adjusted to reflect duty location once selected). 

GS-13 salary range starts at $96,117.00 per year for Atlanta, GA

GS-13 salary range starts at $98,336.00 per year for Fort Worth, TX

GS-13 salary range starts at $92,159.00 per year for Kansas City, MO

To qualify, you must have at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-12 in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes experience in budget, presentation, and execution; and utilizing knowledge or skill in applying related laws, regulations, policies, precedents, methods, and techniques of budgeting. You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of the concepts, principles, practices, laws, and regulations of federal planning, programming and budgeting sufficient to analyze exceptionally large and complex budgeting programs.
  • Ability to prepare consolidate and edit budget justifications and reports.
  • Knowledge of analytical methods and complex financial management theories, principles and practices to measure and evaluate budgetary and program effectiveness.
  • Knowledge of management and budget policies, directives, regulations and strategies
  • Ability to communicate effectively, both orally and in writing.
  • Knowledge of qualitative and quantitative methods and commensurate analytical skills.
