Summary

As a Vertical Transportation Program Manager, you will serve as the principal expert on vertical transportation systems and has primary responsibilities for the nationwide vertical transportation program. Duties

Help

As a Vertical Transportation Program Manager, you will perform the following duties:

Participates on GSA, Inter and intra-agency teams in the performance of special projects and initiatives. Leads and participates on teams with regional vertical transportation specialists and makes recommendations, policy clarifications, provides Central Office support and performs other related activities and initiatives as needed. Provides high level of technical assistance, authoritative advice and consultation to GSA, its contractors, and other federal agencies. Develops, interprets and ensures proper application of vertical transportation programs and policies. Accountable for the technical accuracy and implementation of installation, maintenance and safety policies as it pertains to the vertical transportation program. Ensures that regions perform all vertical transportation performance inspections required by the American National Standard Institute (ANSI)/American Society for Mechanical Engineers (ASME) Code, that vertical transportation designs are reviewed and in compliance with all applicable codes, and that all vertical transportation scopes of work are in compliance with the same. Reviews and/or prepares highly technical reports and/or papers on important and complex matters, which influence not only the immediate group, but have broader impact on the organization, as well. Prepares and processes technical reports/papers on important and highly complex vertical transportation matters, which influence current and future programs in the regions. Analyzes and reviews data and evaluates major, important vertical transportation programs and activities of GSA and its contractors and provides evaluation reports to agency heads with recommendations for changes or modifications. Develops and applies state-of-the-art methods, techniques, and abatements to control or eliminate unsafe acts or conditions and inefficient, ineffective or inappropriate operations that arise from daily activities and/or the introduction of new equipment or procedures.

The GS-14 salary range starts at $92,977 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

SPECIALIZED EXPERIENCE:  

To qualify, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized Experience is experience providing authoritative advice, guidance and assistance in the development of plans and programs to achieve and maintain compliance with national standards, agency regulations and standards, Executive Orders and statutes as they affect the safety of passengers and operational capabilities of vertical transportation equipment.

  1. Knowledge of vertical transportation systems in order to facilitate high level functions for a nationwide vertical transportation programs and to ensure that all GSA regional elevators are operational and safe and in compliance with national standards.
  2. Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance, including quality assurance and requirements analysis.
  3. Ability to interpret contract specifications, blueprints and drawings and to develop independent cost estimates for system maintenance and repairs. Ability to analyze a diverse range of technical and program data to interpret contract specifications, blueprints and drawings; to develop cost estimates for system maintenance and repairs; and to make judgments based on laws, regulations, policies and codes often under severe time constraints.
  4. Knowledge of vertical transportation systems including their construction, functions and service practices; extensive knowledge of electrical circuits, control mechanisms and motors to advise on operational problems and to instruct contract personnel and the GSA work force about any issue associated with vertical transportation systems. Knowledge of all applicable codes, rules and regulations relative to the safe and efficient operation of vertical transportation systems in order to review and approve work and to serve as a National Program Manager.
