Conduct Mechanical Engineer design reviews for current and future projects in the GSA R9 building portfolio. Ensure specifications, designs, Heating, Ventilation, and Air Conditioning (HVAC) load calculations, sequence of operations, and drawings for major renovations and new construction adhere to sound engineering principals, comply with Energy Act and Executive Order guidance, and integrate energy efficient technologies. Provides guidance, training and consultation in resolving design compliance issues.
Provides Mechanical Engineering technical assistance to GSA R9 facilities. Independently manage energy studies, performance assessments, indoor environment assessments, and commissioning activities. Identifies opportunities for improved operating cost savings and energy efficiency, troubleshoots mechanical systems issues related to building operation and efficiency, and develops projects for funding approval through appropriate channels.
Serves as an engineering regional resource for support of all phases of performance contracts and financed energy projects. Develops project submissions, analyzes and negotiates energy conservation measures, reviews cost and savings estimates, supports project thru implementation and acceptance, monitors commissioning activities, and reviews annual M&V reports for compliance. Understands energy modeling concepts and reviews modeling by others using DOE-2 based software programs.

The GS-13 salary range starts at $111,286 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must meet the following requirements:

SPECIALIZED EXPERIENCE: In addition to the Basic Requirements stated above, candidates must possess one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience defined as experience as a Subject Matter Expert (SME) and technical consultant in applying professional mechanical engineering principles, concepts, and practices with the full range of mechanical systems including all primary HVAC components, distribution systems, controls, and plumbing. This must include experience with commissioning of high risk and cost mechanical systems, inspections, and troubleshooting difficult or unusual designs and existing conditions;application of applicable industry policies and standards, energy saving requirements, and the International Business Code, as well as experience with cross-discipline elements such as electrical, fire protection systems, and advanced metering systems.

In-depth knowledge of building mechanical and HVAC systems, along with a strong familiarity with other building-related systems, such as BAS, lighting and control systems, plumbing, and energy modeling. Knowledge of HVAC system testing and balancing concepts, practices and procedures, along with knowledge of building commissioning, re-commissioning, and retro-commissioning, and energy modeling. Ability to communicate effectively orally and in writing.
Practical knowledge of the principles and techniques related to the repair and alteration and maintenance of buildings, building systems and energy conservation methodologies. Knowledge and skill in applying concepts and procedures of project management, financial management, and procurement to achieve project goals and objectives.
