Summary

This position is located with the Bureau of Indian Affairs, Superintendent, Fort Belknap Agency in Harlem, Montana. The Fort Belknap Reservation is located in north central Montana. This resource rich reservation is home to over 6,500 Gros Ventre and Assiniboine enrolled tribal members and contains about 623,000 acres of land within its exterior boundary. There are about 649,628 acres of tribal and allotted surface trust acreage that includes Turtle Mountain Public Domain lands.

Duties

Help
  • Provide leadership for all agency trust programs to foster the effective conservation and utilization of all Indian resources
  • Manage the activities of the trust programs to ensure that all programs elements responsible for disbursing federal funds.
  • Manage federal trust property adhere to applicable statures, codes, treasury regulations, departmental and Bureau policies
  • Maintain a cooperative working relationship with tribe(s), individual Indians, Indian lessors, tribal leaders and Office of the Special Trustee - Trust Officer and other Federal programs/officers.
  • Review natural resource plans, inter-agency memorandum of understanding, legislation, regulations and policies of natural resources functions to act on behalf of the Bureau and Indian People.

Qualifications

GS-13: 1 Year of Specialized Experience at the next lower grade level (GS-12 if in the federal service) or a comparable specialized experience outside federal service.

Specialized Experience: Experience that demonstrated carrying out all phases or activities within the Agency's trust programs, i.e., trust, natural resources, forestry/fire, real estate services, including land consolidation, probates, mineral, lease compliance and acquisition and disposal. Manages and coordinate the activities of the Trust programs to ensure that all program elements responsible for disbursing federal funds or managing federal trust property adhere to applicable statutes, Codes, Treasury Regulations, Departmental and Bureau policies.

Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. Applicants must have one year of specialized experience at the GS-12 level for consideration at the GS-13 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
