Summary

As a Lease Management Specialist you will operate as a GSA representative and on-site project manager, responsible for managing a leased building inventory and administering GSA lease contracts for assigned buildings.

Location: Public Buildings Service, 201 Varick Street, NY, NY

This Division is dedicated to the operations, maintenance and technical support of the region’s facilities.

Duties

Help

As a Lease Management Specialist you will:

  • Serve as the primary customer agency advocate and first GSA point of contact with client agency personnel in designated buildings within the GSA inventory.
  • Interact extensively with tenants and client agencies' representatives on a recurring basis to assess their facility and service needs.
  • Operate as a liaison between the tenant and the lessor for diverse facilities management issues and agency requests for changes to operations, building standards or similar issues.
  • Serve as a project manager for projects under the simplified acquisition threshold in leased and limited federal space, oversee the management of repair and alteration projects, retrofits, and interoffice and relocation moves.
  • Work closely with other GSA personnel, customer agencies and contractors in the planning and design of designated projects and the renovation, alteration, relocation, operation, maintenance and repair of assigned leased buildings or federal space.
  • Act as a Contracting Officer’s Representative, work in coordination with the Lease Contracting Officer to perform pre-occupancy and transition tasks including reviewing space requests.
  • Provide contract administration and lease management services to ensure that lessors comply with the scope, terms and conditions of leases.

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 1 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment
  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-12 salary range starts at $85,810.00 per year.

To qualify, you must possess at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service.

Specialized experience is providing technical advice and guidance on lease administration programs and activities. This experience must include reviewing and analyzing a wide range of leases and realty transactions to ensure financial accuracy; communicating orally and in writing to address issues ranging from routine to highly complex in nature; and identifying, researching and analyzing lease administration issues and providing solutions and recommendations to management.

Education

Education cannot be substituted at the GS-12 level.

GS-12 level:

  • Knowledge of the property management industry, including private sector leasing protocols and practices involving facility operations and systems.      
  • Skill in interpersonal relations and in written and oral communications required to explain, evaluate and negotiate client and technical operating requirements. 
  • Knowledge of acquisition regulations and procedures for contracts to ensure compliance with regulations regarding lessor and lease responsibilities.  
  • Knowledge of qualitative and quantitative techniques and data interpretation required to perform extensive coordination in order to analyze effectiveness and efficiency of facility management leasing operations and contractual profitability initiatives.    

If you are eligible under Interagency Career Transition Assistance Plan or GSA’s Career Transition Assistance Plan (ICTAP/CTAP), you must receive a score of 85 or higher to receive priority.
