Bureau for Policy, Planning, and Learning; Office of Development Cooperation (PPL/DC) oversees U.S. Government reporting of official aid statistics and provides policy leadership on aid transparency, development effectiveness, and development finance. 

As a Development Assistance Specialist, in PPL/DC, you will:

  • Coordinate and support the Agency’s engagement with Public International Organizations (PIOs).
  • Provide expert analysis, guidance on multilateral policy issues; works to support multilateral humanitarian policy coherence across fora; make authoritative recommendations and proposals; develop and maintain relationships with key interagency, multilateral, and bilateral donor partners.
  • Manage USAID engagement in PIO governance processes, including coordinating Agency input and participation; track, analyze, and report information on USAID and U.S. Government funding to PIOs.
  • Support efforts to promote multilateral performance and effectiveness, including through comprehensive PIO agreement performance reporting.
  • Support the development and implementation of Agency policy on the humanitarian-development-peace HDP nexus, including providing expert guidance on multilateral humanitarian policy issues, e.g., the “Grand Bargain” and other humanitarian reforms, in coordination with other Agency stakeholders.

Time-in-grade requirements must be met by the closing date.  This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement. 

This position has a selective placement factor, which means that your resume must indicate that you possess experience that advanced the development and/or humanitarian priorities of an organization through regular and routine engagement with international humanitarian organizations (e.g., the United Nations Office for the Coordination of Humanitarian Affairs).

Qualifications

GS-14; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes experience: (a) coordinating engagement with bilateral donor partners on development issues across an organization’s operating units; (b) drafting and implementing strategies for expanding corporate relationships with development partners relative to Humanitarian Assistance; and (c) representing the U.S. Government or international non-governmental organizations in meetings with foreign governments on international development. 


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
