Duties

Help
  • Provides an advanced level highly specialized comprehensive professional nursing care to at-risk patients duing labor and delivery on obstetrical units requiring the regular development of new, experimental, and/or unusual treatment programs.
  • Mixes and administers prescribed medications orally, rectally, intramuscularly, subcutaneously, intravenously, and topically and knows drug interactions if medications are madministered concurrently.
  • Serves as a resource person with whom other obstetrical nurses consult when particulary difficult problems in the care of obstetrical patients arise.
  • Provides Iinstructions to patients, significant other, and/or family members.
  • Participates in continuing education programs to update and/or maintian skills and knowledge and to meet annual requirements.

  • Extensive specialized training or advanced education (Master's degree or higher) in the obstetrical clinical nurse specilaist area is required.
  • Will be required to work various rotating 12 hour shifts and/or augment clinical nursing support during the absence of other team nurses due to illness, leave, deployment, or weather-related emergencies.
  • This position may be identified as having "regular contact with children" requiring a State Criminal History Repository (SCHR) check to be completed on any person selected for the position.
  • Must maintain a valid, unrestricted registered nurse license (with no limitations, stipulations, or pending adverse actions) in one of the 50 states, the District of Columbia, the Commonwealth of Puerto Rico, Guam, or the U.S. Virgin Islands.
  • Must obtain and maintain certification in Basic Life Support
  • Ensure a safe work environment, employee safe work habits, and patient safety IAW regulatory agencies, infection control policies, and process improvement initiatives.
  • This position may be designated mission critical based on local conditions. Mission critical personnel report for duty at normal times when the base is closed or under delayed reporting and remain on duty during phased or early release.
  • Participates in quality care activities including routine peer documentation review and leagal standard care reviews as needed.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have a graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program at the time the degree was obtained, and passed the National Council Licensure Examination. Applicants MUST possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. ADDITIONALLY, applicants must have have at least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent. Specialized experience must include: knowledge of a wide range of advanced nursing concepts, principles, and practices to perform the full range of highly specialized nursing assignments in caring for complex obstetrical patients to include ante/intra/postpartum and postoperative care requiring extensive specialized training and experience or clinical nurse specialist education; in-depth knowledge of the interrelatedness of body systems, the effects of pregnancy on the body systems, and the pathologic conditions associated with complications of pregnancy, labor, and delivery to perform highly specialized nursing assignments; knowledge of a wide range of medical disorders such as premature birth, fetal death, toxemia, preterm labor, forceps delivery, and caesarean delivery, as well as broad knowledge of normal deliveries and their complications and indicated therapeutic intervention required to provide specialized service to high risk obstetrical patients requiring complex and very difficult treatment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of an extensive range of professional nursing care theories, principles, practices, and procedures to perform highly specialized nusring assignments in caring for complex, high risk patients.
  2. Knowledge of a wide range of medical disorders such as premature birth, fetal death, toxemia, preterm labor, forceps delivery, and caesarean delivery, as well as broad knowledge of normal deliveries and their complications and indicated therapeutic intervention required.
  3. Knowledge of a variety of pharmacological agents used in patient treatment, the desired effects, side effects, and complications of their use.
  4. Knowledge of the adminsitrative requirements for proper documentation of patient's condition including disease progress, acknowledgement of teaching, and follow up care.
  5. Skill in setting up and operating specilaized medical equipment such as resuscitators, cardiac monitoring devices, EKG units, oxygen analyzers, and electronic fetal monitoring devices.
  6. Ability to assess patient care needs, develop nursing care plans, and advise on changes in patient status.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Additionally, if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
