Summary

This position serves as Chief of the Filing Branch (FB) located in the Actuarial, Prices, and Filing Division (APFD) of Product Management (PM). The position is responsible for coordinating, directing, and overseeing Agency initiatives that impact Federal crop insurance program requirements, analysis and validation for purposes of use in disseminating actuarial documents, special provisions, and other electronic data needed to administer and service the Federal crop insurance programs

Duties

Help
  • Develop formal plans of work to be accomplished and establish deadlines surrounding the actuarial filing schedule along with project initiatives to implement new or revised plans of insurance. Establish internal operating policies and procedures.
  • Direct, coordinate and supervise the work activities of a staff of professional, administrative and support personnel
  • Develop goals, benefits, and timelines for CIMS, ACRSI, RMA business support systems and other Federal crop insurance program projects. Coordinates, directs, and oversees these initiatives across the Agency.
  • Develop critical roles for RMA, FSA, Approved Insurance Providers (AIPs), and other USDA agencies' business processing systems.
  • Develop project specifications and requirements for data, software, and hardware for any pilot or permanent implementation and long-term oversight and maintenance of business support systems to deliver the Federal crop insurance program.
  • Direct, coordinate and supervise the work activities of a staff of professional, administrative and support personnel.
  • Serve as an advisor to senior USDA and RMA management on the direction to be taken on the overall Information Technology program with regard to above said initiatives.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Education: A bachelor's degree or higher is required.

Specialized Experience: Possess at least one year (12-months) of work experience equivalent in difficulty and responsibility to the GS-13 grade level in the Federal Service that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as applying broad areas of classical and modern advanced actuarial science, establishing, developing and supporting business information technology support systems, coordinating insurance dates, and special provisions of insurance. This includes working with implementation of new or modification of existing insurance programs and systems.

Time in grade:
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
