This position is part of the Warfare Centers Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-11/12.

Duties

  • You will serve as the primary point of contact for various Equal Employment Opportunity (EEO), Diversity and Inclusion programs, functions and committees serving the entire workforce.
  • You will serve as an EEO Complaints Manager ensuring through proactive and preventative measures that requirements for effective, compliant and timely processing of EEO Informal and Formal Complaints are met.
  • You will conduct management inquires and administrative investigations through systematic fact-finding and engage in proactive and interactive measures to seek resolutions to complaints.
  • You will use Cultural and Emotional Intelligence to interact sensitively and professionally with persons of all ages and lifestyles preferences from diverse cultural, socioeconomic, educational, racial, ethnic and professional backgrounds.
  • You will manage a significant workload with multiple demands involving competing priorities, deadlines and requirements.
  • You will provide counsel, guidance and complaint execution of multiple complex Civilian EEO Complaints involving mix cases, class action, contractors, sexual harassment, sexual assault, hostile environment, etc.
  • You will provide oversight and guidance to trained EEO Counselors, to ensure consistency of service, compliance of regulations and sufficient report writing.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10) pay band in the Federal service or equivalent experience in the private or public sector; administering, evaluating, or advising on the Equal Employment Opportunity (EEO) formal complaint process of an agency to maintain investigation efficiency. Examples of qualifying experience include: performing EEO complaint fact finding, analysis, and problem solving; processing discrimination complaints; interpreting, explaining and applying EEO laws, regulations and procedures; reviewing results of investigations for efficiency; processing acceptance or dismissal letters for pending EEO complaints; providing advice and guidance on an EEO complaint process and regulations.

Education

Successful completion a Ph.D. or equivalent doctoral degree.

Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
