Duties

Help

  • Participates in the planning and execution of large and complex audits and has responsibility for directing one or more phases of such audits.
  • Gathers, analyzes and interprets data and determines the evidence that will be used to support conclusions and recommendations.
  • Participates in entrance and exit conferences with agency officials, discusses factual differences of opinion, and resolves them, when possible, and attempts to obtain maximum cooperation with minimum friction.

Qualifications

Basic Requirements: All applicants must meet the following education requirements:

A. Degree: bachelor's or graduate degree in accounting or auditing or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours of accounting or auditing. The 24 semester hours may include up to 6 semester hours in business law; OR

B. Combination of education and experience: at least 4 years of experience in accounting or auditing, or a combination of accounting or auditing experience, college-level education, and training that provided professional accounting or auditing knowledge. Such experience and/or education must include one of the following:

1. Completion at an accredited college or university of at least 24 semester hours in accounting or auditing courses of appropriate type and quality (including up to 6 hours of business law); or

2. A certificate as a CPA or CIA obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing (i.e., 15 semester hours) but that does not satisfy the 24 semester hours requirement provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or related fields AND (b) a panel of at least 2 higher level professional accountants or auditors has determined that you have demonstrated good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4 year course of undergraduate study in accounting or related field, AND (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the requirements.

In addition to meeting the basic requirements above, applicants must meet the following criteria to qualify for the grade level specified:

Experience:

Grade 12: You must have one year of specialized experience (Federal or other) equivalent to the GS-11 level that is close or similar to the work of this job.  For this position, specialized experience is defined to include activities such as participating in the planning, conducting and reporting on performance audits according to Generally Accepted Government Auditing Standards, IIA standards, or AICPA/PCAOB standards with minimal supervision.    

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

You will be evaluated for this job based on how well you meet the qualifications above.

Your resume will be used to evaluate your experience, education, and/or training that address the competencies below:

  1. Knowledge of the audit process, including the planning, execution, and reporting phases.  This includes researching an appropriate operating plan and adapting standard operating procedures and techniques to the situation, applying the methods and techniques of gathering and evaluating evidence, validating findings, establishing conclusions, formulating recommendations, and preparing reports.
  2. Knowledge of accounting and auditing procedures which allows the review of unit operations and control systems to assess the amount and appropriateness of costs and compliance with government regulations.
  3. Ability to conduct interviews to give or receive information and to persuade; (includes participation in conferences with management; and to make oral presentations).


Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.  

This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.  A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied.

Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
