There is an open position in each of the following branches of the OCPL:

Internal Communications Branch (ICB)
The Internal Communications Branch (ICB) is responsible for all employee internal communications and employee engagement. Key activities include: planning and execution of special events such as town halls, director's awards ceremonies, blood drives, the Combined Federal Campaign, and other NIH wide campaigns, as well as ongoing communications communities of practice activities. As a Public Affairs Specialist in ICB, you will be responsible for developing and writing creative, engaging content for an internal audience of more than 7,000 employees and contractors; assisting with all logistics of special events; and playing an integral part of Intranet content development, incorporating user feedback, setting goals, and tracking metrics. Occasional travel may be required.

External Relations Branch (ERB)
The External Relations Branch (ERB) manages external stakeholder outreach and engagement, specifically with professional societies and NCI-Designated Cancer Centers (70 centers), as well as overseeing the NCI exhibit and conference management program. As a Public Affairs Specialist in ERB, you will primarily be responsible for leading outreach with the NCI-Designated Cancer Centers, including the development of communication tools and the coordination of collaborative efforts with both individual centers' communications offices and press teams. In addition, the incumbent will work closely with the team in supporting the exhibit and conference management program, as well as fostering relationships with professional societies. Travel is a frequent requirement for this position.

Media Relations Branch (MRB)
The NCI Media Relations Branch (MRB) manages and facilitates NCI's interactions with members of the media. The incumbent will serve as a press officer and handle inquiries and interview requests from reporters; arrange interviews with NCI scientists; conduct media monitoring; interact with NIH and HHS press office staff; arrange for distribution of NCI materials (including, but not limited to, press releases) to reporters; and build relationships with reporters who cover science and health topics. The incumbent will work in a team environment, collaborating with fellow NCI press officers and other NCI communications staff, to execute media tactics for institute-wide strategic communications rollouts. Occasional travel may be required.

Qualifications

GS-11:
You qualify at the GS-11 level, if you meet one of the following qualification requirements:

A. You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: writing, editing, and reviewing communications campaigns, announcements, advisories, government/professional correspondence, talking points, or questions and answers; implementing communication plans; developing written communication materials, including web content, concerning a range of subjects related to the organization's programs; and analyzing information program materials and making recommendations for improving the delivery of program information; audiences may include employees, external stakeholders, and/or media; OR

B. Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR

C. A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

GS-12:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: writing a variety of information materials designed to reach internal, and/or external stakeholders, and/or media; evaluating the impact and effectiveness of communication campaigns and plans and improving intercommunication between an organization and various audiences through multiple channels; and developing effective relationships with internal, and/or external stakeholders, and/or media.

GS-13:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning and implementing communications actions and strategies related to employee and/or stakeholder engagement related to biomedical research, clinical trials, or disease prevention and treatment; writing and developing information/materials targeting internal staff, professional societies, academic institutions, the media, and/or the public; planning and executing organization-wide events; and assessing the impact of an organization's communications activities through user feedback and metrics in order to evaluate the effectiveness of meeting goals and objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
