Summary

This position is responsible for developing, coordinating, conducting, and overseeing data analytics, statistical sampling, predictive and risk modeling, and data mining research efforts to support OIG's mission to promote economy, efficiency, and effectiveness and prevent fraud, waste, and abuse in USDA's programs and operations. The Office of Data Sciences is responsible for developing, coordinating and conducting data analytics to support data-driven administrative decisions.

Duties

Help
  • Overseeing data analytics to include statistical sampling, risk modeling, and data mining research to support OIG?s mission to promote economy, efficiency, and effectiveness and prevent fraud, waste, and abuse in USDAs programs.
  • Directly supervises ODS staff, establishes systems for monitoring and measuring program accomplishments, and holds them accountable for the management and administration of their respective functional areas.
  • Review current and proposed laws, regulations, publications, USDA and OIG Directives, GAO and OMB guidance, in order to advise senior management of potential or actual changes that may affect OIG operations, policies or procedures.
  • Responsible for managing the resources of the division in order to achieve established goals and objectives and assist ODS in meeting pertinent elements of the OIGs strategic plan.
  • Participates and leads policy drafting and formulation, to include long-range planning in connection with prospective changes in functions and programs, determinations of projects or program activities to be initiated, dropped, or curtailed.
  • Represents the OIG in conferences and negotiations with officials from the Department, representatives from other Federal agencies, Inspectors General, OMB, and Congressional staff on critical matters relating to management and policy issues.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.

MINIMUM QUALIFICATIONS REQUIREMENT FOR GS-14:

Specialized Experience for GS-14: Applicants must have one year of specialized experience equivalent to the GS-13 in the Federal Service. Specialized Experience is defined as: planning, development, and execution of the policies, plans, missions, and goals of the agency's mission; and making recommendations to senior management regarding changes to program direction, staffing, and allocation of funds to improve the quality of service through statistical and data analytics findings. This experience includes managing and coordinating the formulation and issuance of policies, procedures, standard of operations; representing and negotiating with Department and other entities on critical matters relating to management and policy issues, and experience supervising the operations of an organization's program essential to the operations of an entire agency.

Time in grade: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This position is eligible for telework in the local commuting area and flexible work schedule arrangements. Employee participation is at the discretion of the supervisor.
